Santo Domingo.- The director of FORLEX Academy, Stephany Rosario, stated that administrative sanctioning law represents a fundamental tool to drive the transformation of the State, by strengthening citizen trust and guaranteeing a more efficient public administration that adheres to the rule of law.
During the panel “Administrative Sanctioning Law in the Transformation of the State,” organized by the Dominican Association of Lawyers (ADOMA) and FORLEX Academy, Rosario explained that the initiative arose with the purpose of opening a space for dialogue among experts regarding the changes that this branch of Law can generate in public management.
“Together with ADOMA, we decided to take the initiative to hold this panel with experts to discuss the transformations that administrative sanctioning law causes in the State and what prerogatives can make public officials and users of public services feel greater confidence in the public administration and in the protection offered by administrative law,” he/she expressed.
The specialist maintained that one of the main objectives of the discussion was to reflect on the importance of the obligations established by law having effective enforcement mechanisms.
“As we saw during the panel, an obligation without a sanction is a mere recommendation,” noted Rosario, while emphasizing the need to foster debate from academia, professional associations, and public institutions to identify opportunities for improvement and address the challenges that still persist in public administration.

Likewise, he indicated that both the public and private sectors have the responsibility to work together to strengthen institutions and contribute to generating greater trust among the citizenry.
The panel brought together as speakers the judge of the Superior Land Court, Argenis García del Rosario; the expert lawyer in public law and university professor, Enmanuel Acosta Pérez; and Stephany Rosario herself, who analyzed the role of administrative sanctioning law in strengthening public management, legality control, and administrative responsibility.
As part of the academic day, ADOMA and FORLEX Academy signed a collaboration agreement that will allow lawyers who are members of the guild to access special benefits in the training programs provided by the academy.

Rosario explained that this alliance seeks to foster continuous training and critical thinking among legal professionals.
“With this agreement, we want all lawyers who are members of ADOMA to be able to access more benefits in the training programs we offer at FORLEX Academy, with the purpose of continuing to foster a culture of academic enrichment and the generation of critical thinking so that every day we become better legal professionals, better civil servants, but above all, better citizens,” he stated.
The activity brought together lawyers, judges, public servants, academics, law students, and representatives from various sectors, consolidating itself as a space for the exchange of knowledge on one of the most relevant topics for institutional strengthening and the modernization of the Dominican State.
