Minister Luis Miguel De Camps promotes new measures to ensure transparency in the use of resources for corrective maintenance
Since March, and with the support of the Comptroller’s Office, an integral review of all corrective maintenance contracts is being carried out by instruction of De Camps.
Santo Domingo.- The Minister of Education, Luis Miguel De Camps, issued Departmental Order 055-2025 this Tuesday, which reinforces the process of control and review of corrective maintenance contracts with the aim of ensuring that every peso invested in schools is used efficiently and transparently.
Since March 2025, the Ministry of Education has been immersed in a comprehensive review of all corrective maintenance contracts, both those signed in the previous administration and those initiated in the current administration, as part of an institutional strategy that has the technical support of the Comptroller General of the Republic.
This effort has resulted in the progressive implementation of new controls aimed at validating payments exclusively after the physical and documentary verification of the work performed.
The new order consolidates this process with key measures: No transfer to the decentralized boards may be made without an audit certifying the satisfactory completion of the works, endorsed by the Comptroller’s Office; the preparation of a technical report on cases of paid and unexecuted works will be instructed, which will be sent to the Public Heritage Recovery Team and, if necessary, to the Public Ministry; and the supervision of works in progress by the School Infrastructure Directorate is strengthened while it is established that each transfer of funds must go through a controlled and documented process.
