Santo Domingo.- The Public Ministry maintains that for four years the criminal structure operated within the National Health Insurance (SeNaSa), directed by its then executive director, Santiago Hazim Albainy, instructed the accounting, financial analysis, and technology personnel to alter the management of the borderó, the official record of pending claims, with the aim of concealing a growing millionaire deficit.
According to PEPCA, the fraudulent closure of the border became a systematic practice executed from the key areas of the institution. The mechanism consisted of underreporting financial obligations, hiding the real volume of outstanding payments to healthcare providers, which completely distorted the financial statements that were then sent to external regulatory bodies.
Coercive measure It will be at 2:00 p.m. this Tuesday when the Permanent Attention Office of the National District knows coercion measure against Santiago Hazim and the other nine defendants in Operation Cobra. The Public Ministry requested 18 months of preventive prison, as a coercive measure, for the accused and that the case be declared complex. The individuals implicated in Operation Cobra are, in addition to Hazim: Gustavo Enrique Messina Cruz, Germán Rafael Robles Quiñones, Francisco Iván Minaya Pérez, Eduardo Read Estrella, Cinty Acosta Sención, Rafael Luis Martínez Hazim, Ramón Alan Speakler Mateo, and Heidi Mariela Pineda Perdom.

This alteration allowed for the projection of a false image of solvency to the Superintendency of Health and Labor Risks (SISALRIL), which repeatedly warned of anomalies in the entity's accounting behavior. However, internal and external warnings would have been ignored by the structure that maintained control of the systems and financial reports. The Public Ministry asserts that this practice was not an administrative error, but a coordinated operation to cover up the embezzlement of public funds and allow the surpluses generated by the manipulation to be redirected towards the criminal network. The adulteration would have directly affected the technical reserve, the financial core that guarantees payment to providers.
