Santo Domingo Este. – The Council of Councilors approved, through Resolution No. 40-2025, the Project for the Implementation and Certification of Quality Management Systems, Municipal Modernization and Integral Management of Municipal Indicators, an initiative presented by Councilor Aileen Decamps, thus fulfilling one of her campaign promises. The proposal was presented on August 14, 2024, formally included in the Council's agenda on September 4, 2024, and approved on October 2, 2025, consolidating Santo Domingo Este as a municipality committed to efficiency and transparency in its public administration.
The project seeks to transform municipal management through the application of ISO 18091:2019, strengthening institutional planning, accountability, and citizen participation. With this initiative, the city council will be able to be certified in international quality standards and move towards the implementation of ISO 37001 (anti-bribery), guaranteeing greater control and prevention of corruption.
Furthermore, the proposal includes the digitalization of internal processes, the creation of a single municipal management portal, and the professionalization of administrative staff, with the purpose of improving response times and citizen service. Through a centralized technological system, citizen requests, complaints, and reports can be channeled, strengthening traceability and trust in public management.
The project includes the incorporation of emerging technologies such as artificial intelligence, georeferencing, digital signature, and municipal self-census, tools that will allow Santo Domingo Este to be converted into a smart city, capable of collecting real-time data to optimize services and infrastructure. This modern vision aims to position the municipality as a benchmark in innovation and local governance.
During the session, councilwoman Aileen Decamps highlighted that this approval represents a firm step towards a more responsible administration. "Quality is not a luxury, it is an obligation of the State. With this project, we guarantee that public management is based on evidence, data, and results, strengthening institutionalism and citizen trust," she expressed.
The resolution was notified to the Dominican Municipal League, with the interest that this management model becomes a reference for other local governments. Likewise, Decamps expressed his hope that the Ministry of Public Administration (MAP) and the OGTIC recognize the initiative as a key tool to strengthen transparency, modernization, and the quality of municipal services throughout the country.
