Santo Domingo. – The President of the Senate of the Republic, Ricardo de los Santos, received this Wednesday from the hands of the Minister of Housing and Buildings (MIVED), Carlos Bonilla, the preliminary draft of modification to Law 160-21, which creates the Ministry of Housing, Habitat and Buildings.
The proposal seeks to strengthen the powers of the MIVED to supervise buildings, improve structural safety, and respond more effectively to the housing needs of the country.

De los Santos valued the initiative as "transcendental" and announced that it will be placed on the Senate's agenda to be sent to committee and subsequently known in the plenary. "We will give the appropriate treatment that a piece of this importance for national development deserves," he said. During the delivery, Minister Bonilla explained that among the proposed changes is the creation of the Habitability Certificate, which must be renewed periodically according to the complexity of each building. “This will ensure that the structures are safe for their occupants,” he said. The official also indicated that the reform contemplates expanding the catalog of infractions and sanctions, improving inspection mechanisms and reorganizing the internal competencies of the ministry, to achieve a more efficient and transparent management. The preliminary draft, submitted four years after the enactment of the original law, aims to adjust its content to the current demands of the construction sector and the urban challenges of the country. Also participating in the event were the Vice President of the Senate, Pedro Catrain; senators Rafael Barón Duluc and Antonio Taveras Guzmán; the legal consultant of the Senate, Alejandro Peña Núñez; the Vice Minister of Habitat, Ney Rafael García Rodríguez, and the Director of Communications of MIVED, Patricia Tolentino.
