According to the project, the regulations would cover all public schools, private schools, universities, and technical-vocational and professional training institutes in the country. The proposal also includes the implementation, monitoring, and impact evaluation of the programs that would be taught in the different educational centers. The piece indicates that the consumption of illegal drugs is closely related to the rise in crime and citizen insecurity, as it is the basis on which drug trafficking is sustained, which creates criminal structures for the development of its illicit activity, constituting a threat to the safety of people, democracy, governability and the rule of law. With the analysis in the Permanent Education Commission, the legislative piece enters a key stage of the study and consultation process, where the details of its application and the mechanisms to ensure that drug prevention becomes a cross-cutting axis of the Dominican educational system will be evaluated. The Permanent Education Commission is made up of senators Julito Fulcar Encarnación, Moisés Ayala Pérez, Félix Ramón Bautista Rosario, Santiago José Zorrilla Cristóbal, Virgilio Castillo Liriano, Dagoberto Rodríguez Adames, María Mercedes Ortiz Diloné, Ramón Rogelio Genao Durán and Pedro Manuel Catrain Bonilla, who will be in charge of the study and analysis of the initiative.
