SANTO DOMINGO.- The President of the Republic, Luis Abinader, appointed this Friday the lawyer and academic Aura Celeste Fernández Rodríguez as the new General Manager of the National Council of Social Security (CNSS), a position from which she will lead the supervision and modernization of the social security system in the country.
Fernández Rodríguez has extensive experience in the judicial, academic, and administrative fields. She has been a judge of the Central Electoral Board, coordinator of the Commission to Support the Reform and Modernization of Justice, and a member of the commission of jurists that drafted the preliminary draft of the 2010 Constitution. In addition, she has chaired the National Bioethics Council in Health (CONABIOS) and has held teaching positions at universities such as UNPHU, UNIBE, UASD, and the Iberoamerican University.
She is the wife of the Dominican lawyer, professor, and politician Guillermo Moreno, with whom she had two children who also practice law in the United States.
Professional Career
Since 1982, Fernández Rodríguez has practiced law, specializing in civil, banking, and notarial law. She has worked in law firms such as "Dr. Abel Fernández Simó" and "Russin, Vecchi & Heredia Bonetti", and at Banco Popular Dominicano. She was the lawyer in charge of the legal department of Banco y Leasing CONFISA and a senior partner at the firm Guzmán Ariza Abogados y Consultores until 2017 National Council. In the public sphere, she held key positions: she was a judge of the Central Electoral Board in two periods (1994-1997 and 2006-2010), coordinator of the Commission to Support the Reform and Modernization of Justice (1997-2000), and member of the commission of jurists that drafted the preliminary draft of the 2010 Constitution. In the academic field, she has been a law professor at universities such as UNPHU, UNIBE, UASD and the Universidad Iberoamericana (UNIBE). In addition, she has held academic management positions and has been a columnist in national media. Since 2004, he has been honorary president of the National Bioethics Council in Health (CONABIOS), a key organization in the promotion of ethics in Dominican public health. He was also director of the National School of the Public Ministry and founder of the School of Electoral and Civil Status Training (EFEC).Acknowledgements
