Anti-violence explains that «the file prepared by the National Sports Office (OND) of the National Police provides abundant information on the throwing of objects onto the field during the celebration of the match and the exhibition of banners inciting hatred or linked to radical groups such as Biris Norte or Bukaneros».
It also recalls that «la Law 19/2007, of July 11, against violence, racism, xenophobia and intolerance in sport expressly prohibits giving ‘promotion or support’ to radical fan groups». «However, the Seville derby began with the display in one end of the Ramón Sánchez-Pizjuán of a large tifo in homage to the Biris on the 50th anniversary of their foundation», it specifies.
The commission indicates that «la banner occupied an entire end of the stadium and showed a different drawing than the one announced for its authorization by the club three days before the match».
"The security coordinator expressly warned about the possible link to the radical group, a possibility ruled out by Sevilla. In addition, the authorship of the tifo was claimed by the ultras themselves on open social media profiles," adds Antiviolencia in a press release.
On the other hand, the commission elaborates that "in the stands of the Ramón Sánchez-Pizjuán, other banners inciting hatred were detected, according to the sanction proposal agreed by the State Commission against Violence in Sport. One of them alluded to the brawl protagonized by members of Biris Norte, Supporters and United Family before the match, investigated by the National Police".
In addition, the Commission has proposed a fine of 40,000 euros to Sevilla and 30,000 euros to Betis for the "failure to comply with security measures and access control in the training sessions open to the public prior to the derby".
Antiviolencia adds that "in the stands of both teams flares appeared, elements prohibited due to the serious risk they represent for the safety of citizens. The difference between the entity of both fine proposals lies in the volume of smoke bombs".
