Santo Domingo.– The Executive Branch, led by President Luis Abinader, appointed through Decree 461-26 three honorary representatives who will join the National Council of Culture, representing the Provincial Development Councils, the Municipal Power, and the cultural sector.
The provision establishes that Jorge Hugo Cavoli Balbuena will represent the Provincial Development Councils; Alfredo Francés Ortiz will represent the Municipal Power; while Héctor José Rizek Sued will occupy the representation corresponding to the cultural sector.
The new members will perform their duties on an honorary basis, in accordance with the provisions of Law 41-00, which creates the Ministry of Culture and regulates the operation of the National Council of Culture.
Through the same decree, President Abinader revoked literals f, g, and n of Article 1 of Decree 66-21, issued on February 8, 2021, which had established the appointments of the previous representatives for those positions.
The document explains that the new appointments were made at the proposal of the Ministry of Culture, after the previous representatives of the Provincial Development and Municipal Power Councils ceased to hold the public offices for which they had been initially selected.

Likewise, it points out that the selection of the new representatives was carried out based on shortlists presented by the Ministry of Culture, taking into account the trajectory, preparation, and experience of the candidates in their respective areas.
The National Council of Culture is made up of representatives from different sectors linked to the country’s cultural development, and its members perform their duties without receiving permanent remuneration for such responsibilities.
Decree 461-26 was signed by President Luis Abinader and sent to the Ministry of Culture, the Chamber of Accounts, the Comptroller General of the Republic, the Ministry of Public Administration, and other relevant institutions for their information and execution.
