Santo Domingo.- The General Directorate of Migration (DGM) reported that it has initiated a preliminary investigation into two immigration agents who were transporting an irregular immigrant on a motorcycle, in an incident that occurred in San Juan de la Maguana, due to the alleged violation of established road safety protocols.
As the institution explained, the agents responded to a call for assistance requested from the store and Plaza Líbano, where the foreigner had allegedly been caught stealing merchandise from the commercial establishment.
The DGM indicated that the incident was recorded by a Dominican citizen, of unknown identity, and subsequently disseminated on social media, where it went viral. According to the version offered by the agents, the immigrant allegedly resisted arrest and adopted a violent demeanor at the time of the intervention.
The institution noted that, after being neutralized, the foreigner was placed on the motorcycle between the two agents while being transported to the detention center. It added that, during the journey, the man made sudden movements that caused the motorcycle to fall to the ground, so the agents placed him back in the position in which he was captured in the video to keep him immobilized.
The agents were summoned by the Directorate of Migration Intelligence to undergo an investigation process and determine the reasons why they did not apply the corresponding protocols during the transfer.

The DGM recalled that, when a detained person shows resistance or aggressive behavior, agents must request support and ensure both their safety and that of the detainee, avoiding procedures that put the physical integrity of the people involved at risk.

The head of the San Juan Migration Interdiction Department confirmed the information provided by the agents who participated in the operation.
In light of what occurred, the institution reiterated that the manner in which the transfer was carried out from the place of detention to the Immigration Interdiction office in that province is not justified.

The DGM stated that its protocols establish that all actions must be executed in accordance with the Constitution, Dominican laws, and the principles of respect for human rights, while also guaranteeing a rational and proportional use of force.
