{"id":500542,"date":"2026-02-19T20:42:15","date_gmt":"2026-02-20T00:42:15","guid":{"rendered":"https:\/\/deultimominuto.net\/en\/uncategorized\/venezuelas-national-assembly-approves-amnesty-law\/"},"modified":"2026-02-19T20:42:15","modified_gmt":"2026-02-20T00:42:15","slug":"venezuelas-national-assembly-approves-amnesty-law","status":"publish","type":"post","link":"https:\/\/deultimominuto.net\/en\/international\/venezuelas-national-assembly-approves-amnesty-law\/","title":{"rendered":"Venezuela's National Assembly approves Amnesty Law"},"content":{"rendered":"The National Assembly (AN) of Venezuela unanimously approved this Thursday the Amnesty Law for Democratic Coexistence, proposed by the acting president, Delcy Rodr\u00edguez.\n\nIn accordance with local laws, the legislative initiative was submitted to public consultation among different sectors of Venezuelan society, after&nbsp;<a href=\"https:\/\/actualidad.rt.com\/actualidad\/585717-asamblea-nacional-aprobar-ley-amnistia\" target=\"_blank\" rel=\"noreferrer noopener\">obtaining<\/a>&nbsp;the green light in its first discussion, which allowed for the addition of matters not initially contemplated, as well as the clarification of aspects that had ambiguity.\n\n\n<p><strong>You may be interested in: <\/strong><a href=\"http:\/\/Venezuela calls &quot;imperial madness&quot; that DR authorizes the US to use airports\">http:\/\/Venezuela calls \"imperial madness\" that DR authorizes the US to use airports<\/a><\/p>\n\n\nIn accordance with the explanatory memorandum, this regulation \"<strong>seeks coexistence and peace<\/strong>&nbsp;among Venezuelans\" so that a \"coexistence from diversity and plurality [\u2026] with respect for the law and justice\" is achieved, with the understanding that it is the Legislative Power's responsibility to \"dictate measures\" of reparation to address the \"deep wounds\" that exist in Venezuelan society, as a result of \"political confrontation from extremism\".\n\nThe legal text is based on values such as respect for \"<strong>life, liberty, justice<\/strong>, equality, solidarity, democracy, social responsibility, human rights, ethics and political pluralism\", which integrate the \"democratic and social state of law and justice\".  \n\nFurthermore, \"clear safeguards\" are established regarding the crimes that <strong>will be excluded<\/strong> from the legal instrument, namely: \"<strong>serious violations of human rights,<\/strong> crimes against humanity, war crimes, intentional homicide, corruption and drug trafficking.\"\n\nBefore its approval, the Venezuelan Government <a href=\"https:\/\/actualidad.rt.com\/actualidad\/586362-cabello-afirma-897-excarcelaciones-venezuela\" target=\"_blank\" rel=\"noreferrer noopener\">reported<\/a> that between November 2025 and the beginning of the present month, 896 people have been released from prison, detained for allegedly having committed crimes related to political violence or after having been found guilty of such actions.\n\n\n<h3 class=\"wp-block-heading\">The main points of the law<\/h3>\n\n\nThe document states that the instrument aims to \"grant a general and full amnesty\" to persons \"prosecuted or convicted for the alleged or proven commission of political or related crimes, from January 1, 1999, to January 30, 2026.\"\n\n\n<p>The facts taken into account from that period are:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Coup d'\u00e9tat of April 11, 2002<\/strong>, including assaults and attacks against governorships, mayoralties, and public and private facilities.<\/li>\n\n\n\n<li>The acts of violence for political reasons within the framework of the strike and business and oil sabotage of December of\u00a0<strong>2002<\/strong>\u00a0to February of\u00a0<strong>2003<\/strong>.<\/li>\n\n\n\n<li>The acts of violence for political reasons that occurred in February and March and in August of\u00a0<strong>2004<\/strong>;\u00a0in May of\u00a0<strong>2007<\/strong>; after the presidential elections of\u00a0<strong>2013<\/strong>;\u00a0in\u00a0February and June of\u00a0<strong>2014<\/strong>;\u00a0March and August of\u00a0<strong>2017<\/strong>; in January and April of\u00a0<strong>2019<\/strong>\u00a0and in\u00a0the presidential elections of July of\u00a0<strong>2024<\/strong>.<\/li>\n<\/ul>\n\n\nWith the approval of the law, the Police, the investigation bodies and the military \"will consider the investigations and procedures relating to the facts as concluded\". Similarly, the files on the processes opened to the amnestied persons must be eliminated.\n\nThe National Executive will be responsible for developing and implementing mechanisms to ensure compliance with legal regulations. As a first measure, a special commission was established, made up of 23 parliamentarians from all political factions, who will be in charge of monitoring the implementation of the amnesty.\n\n\n<h3 class=\"wp-block-heading\">A Presidential Request<\/h3>\n\n\n\n<p>On January 23rd, the acting president announced the creation of the Program for Democratic Coexistence and Peace, which aims in its first hundred days to develop a national plan \"oriented to the&nbsp;<strong>consolidation of the country's tranquility<\/strong>&nbsp;in all its dimensions\".<\/p>\n\n\nDays later, Rodr\u00edguez revealed that he would <a href=\"https:\/\/actualidad.rt.com\/actualidad\/584916-asamblea-nacional-venezuela-incorporar-ley-amnistia\" target=\"_blank\" rel=\"noreferrer noopener\">promote<\/a> an amnesty law covering the political period between 1999, when President Hugo Ch\u00e1vez first took office, to the present.\n\nPreviously, the president of the AN, Jorge Rodr\u00edguez, <a href=\"https:\/\/x.com\/polianalitica\/status\/2019230588234764670?s=20\" target=\"_blank\" rel=\"noreferrer noopener\">stated<\/a> that the \"Bolivarian forces\" made an \"initial contribution\" for the \"beginning of the national dialogue\" between the different sectors of the political, economic, cultural and social life of the country.\n\n\n<p><strong>\"What we would like is for this law to send a powerful, potent message, of the intention of a new political moment, which also accelerates dialogue,\"<\/strong> he pointed out.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>The National Assembly (AN) of Venezuela unanimously approved this Thursday the Amnesty Law for Democratic Coexistence, proposed by the acting president, Delcy Rodr\u00edguez.
