<\/a>If the act is carried out in the presence of minors<\/strong> the penalty will be from 3 to 6 years<\/strong>, according to Law 521 of April 27, 2026, which adds sanctions<\/strong> to the Penal Code<\/strong>, tending to typify the crime<\/strong> of exhibitionism.<\/p>\n\n\n\n

The rule clarifies<\/strong> that there will be no sanctions<\/strong> when the exhibition occurs in sex service establishments<\/strong> duly authorized and in adult entertainment centers<\/strong> or places accessible to the public.<\/p>\n\n\n\n

<\/a>These places must comply<\/strong> with the fact that the activity they carry out must take place in specifically designated spaces<\/strong> for it and have the corresponding permits<\/strong> issued by the competent authority<\/strong>.<\/p>\n\n\nIn the same way, that the activity is carried out<\/strong> with the informed consent<\/strong> of those present and out of the sight<\/strong> of people who have not given<\/strong> their consent.<\/strong>\n\n\n

<\/a>Exhibitionism in public places, such as public transport, will also be penalized.<\/strong><\/h2>\n\n\nIt is specified that these acts  should not be performed in the presence of minors.<\/strong>\n\nThe most recent case of exhibitionism in Panama occurred last January when a 28-year-old man was reported by neighbors of the Altos de las Pradera neighborhood, in La Chorrera, Panama Oeste province, for masturbating in the backyard of his house.\n\nThe act was in plain sight<\/strong>, mainly of minors<\/strong>, so he faced charges for corruption of minors<\/strong>.\n\nThe law, which was sanctioned<\/strong> by President Jos\u00e9 Ra\u00fal Mulino, establishes that the Ministry of Public Security<\/strong>, in coordination with the Ministry of Education and the Ministry of Social Development<\/strong>, will develop campaigns<\/strong> of prevention<\/strong>, awareness, and reporting<\/strong> on acts of indecent exposure<\/strong>, aimed especially at the protection of children and adolescents<\/strong>.\n\nBy 2025<\/strong>, a proposal<\/strong> had already been presented in the National Assembly that sought to penalize exhibitionism<\/strong> in public spaces, establishing sentences of up to 7 years in prison<\/strong> for those who engaged in this type of act.\n\nGovernment entities will develop prevention, awareness, and reporting campaigns on exhibitionism.\n\nEstablished that the simple exhibition of genitals or acts of a sexual nature with lascivious intent in public spaces could carry prison sentences of one to 2 years.\n\nHis proponent<\/strong>, the deputy Manuel Cheng<\/strong> pointed out at the time that it was not<\/strong> a moralistic project<\/strong>, but a necessary legal tool to sanction<\/strong> this behavior<\/strong>.\n\nFor its purposes, the now official legislation defines<\/strong> acts of a sexual nature as behavior or objectively sexual conduct<\/strong> carried out for the purpose of sexual arousal or satisfaction that implies<\/strong> the exhibition of genitals, which may consist of masturbation, sexual contact<\/strong> of a person with an object or animal, or sexual contact between people<\/strong> regardless of whether or not it involves penetration, touching or other analogous action.<\/strong>\n\n\n

Public places<\/strong>\u00a0are defined as those spaces that belong to the State, such as\u00a0municipalities<\/a><\/strong>\u00a0or other\u00a0public entities<\/strong>\u00a0or which, by their nature, are intended for the\u00a0collective use of citizens<\/strong>, includes, but is not limited to,\u00a0public roads<\/strong>, parks, offices and\u00a0state dependencies<\/strong>, rivers and\u00a0beaches.<\/strong><\/p>\n\n\n\n
