The <strong>goal of the ACP is to give interested parties more time<\/strong> to prepare the required documentation before moving to the next phase of the process.<\/p>\n\n\n\n<p>In the case of the Energy Corridor, the substantive changes were more extensive. The <strong>ACP added new occupational health and safety requirements<\/strong>, known as OHS, and <strong>will require evidence of occupational safety management systems<\/strong> during the last three years. It also incorporated sworn statements regarding operational performance and compliance with international standards.<\/p>\n\n\n\n<p>The estimated investment for the Energy Corridor ranges between $4 billion and $8 billion.<\/p>\n\n\n\n<p>In addition, <strong>interested parties must certify that the energy facilities<\/strong> used as a reference in their experience were not terminated, cancelled, or withdrawn due to breaches attributable to the operator.<\/p>\n\n\n\n<p>The <strong>amendment also adds specific requirements linked to terminals<\/strong> for <strong>natural liquids and gases, known as NGL<\/strong>, and to compliance with the International Ship and Port Facility Security Code, known as the ISPS Code.<\/p>\n\n\n\n<p>These <strong>requirements seek to strengthen the evaluation of participants<\/strong> in terms of operational safety, technical experience, regulatory compliance, and risk management, <strong>key elements for a large-scale energy infrastructure project<\/strong>. <\/p>\n\n\n\n<p>The <strong>Energy Corridor contemplates the construction, financing, operation<\/strong> and commercial management of an infrastructure capable of moving propane, butane, and ethane between the Atlantic and Pacific coasts. The <strong>project includes a pipeline approximately 76 kilometers<\/strong> long, with a nominal capacity of up to 2.5 million barrels per day.<\/p>\n\n\n\n<p>The <strong>estimated investment for this project ranges between $4 billion and $8 billion<\/strong>, depending on the final design and the complementary facilities that are incorporated. The project contemplates terminals at both entrances of the Canal.<\/p>\n\n\n\n<p>The ACP clarified criteria related to port experience, cargo volume handled, and consortium participation. EFE<\/p>\n\n\n\n<p>In the case of the <strong>Corozal and Telfers<\/strong> ports, the <strong>changes were mainly focused on clarifications regarding port<\/strong> experience, container terminal management, minimum operating volume, and <strong>participation of consortia and institutional investors<\/strong>.<\/p>\n\n\n\n<p>One of the points clarified by the ACP is that <strong>interested operators must demonstrate effective control of the operation<\/strong> and administration of container terminals, and <strong>not just a minority shareholding without direct responsibility<\/strong> for daily management. This point is relevant because it <strong>seeks to ensure that interested parties have real experience<\/strong> in port operation.<\/p>\n\n\n\n<p>Rules for the <strong>formation and eventual modification<\/strong> of consortia were also clarified, as well as the documentary and financial requirements that those interested in <strong>submitting their credentials for these concessions<\/strong> must meet.<\/p>\n\n\n\n<p>The\u00a0<strong>port project contemplates the development of a terminal<\/strong>\u00a0in Corozal, at the Pacific entrance of the Canal, and another in Telfers, on the Atlantic. Both\u00a0<strong>facilities seek to expand Panama&#8217;s container transshipment capacity<\/strong>\u00a0through common-use and open-access terminals.<\/p>\n\n\n\n<p>The Corozal and Telfers port projects represent an estimated investment of approximately $2.6 billion. AP<\/p>\n\n\n\n<p>According to the prequalification documents, the <strong>ACP believes that these terminals will help address<\/strong> capacity limitations and congestion at nearby ports, while at the same time <strong>strengthening the country&#8217;s logistics competitiveness and the role<\/strong> of the Canal as a global hub for maritime connectivity.<\/p>\n\n\n\n<p>The <strong>combined investment for Corozal and Telfers has been estimated at approximately $2.6 billion<\/strong>. These developments are part of the <strong>ACP&#8217;s 2025-2035 Strategic Vision<\/strong>, which seeks to reduce exclusive reliance on vessel transit revenues through new business lines linked to energy, logistics, and multimodal transport.<\/p>\n\n\n\n<p>Over the last few months, the <strong>ACP has received numerous inquiries from potential participants<\/strong>.
