Through decree number 384-26, the Dominican government announced the regulation that implements the National Proactive Services Strategy, an initiative that seeks to promote the progressive transition of public services towards an anticipatory management model based on life events.<\/p>\n\n\n\n
The decree defines the objective of the regulation as the establishment of the minimum mandatory framework for the design, implementation, operation, monitoring, and evaluation of proactive services in the Public Administration under the Executive Branch.<\/p>\n\n\n\n
Explain that the strategy will be articulated through a National Portfolio by Life Events and will be executed based on interoperability, data governance, traceability, auditing, omnichannel service, correction and complaint mechanisms, and human oversight when the nature of the case or the legal system so requires.<\/p>\n\n\n\n
The Minister of Public Administration, Sigmund Freund, expressed his satisfaction with this provision, indicating that this regulation marks the beginning of a new public management model that will place the country at the forefront of public service transformation in the region.<\/p>\n\n\n\n
\u201cThis is a process that allows us to move from a model of reactive and bureaucratic administration towards an anticipatory State based on secure interoperability and data exchange between our institutions, and thus be able, through the automatic detection of what we know as life events, such as birth, education, employment, retirement, to proactively define the services that will be required in the future,\u201d stated Freund.<\/p>\n\n\n\n
Purpose, governance and scope of application<\/p>\n\n\n\n
The Executive Branch’s provision states that the regulation will aim to promote the progressive transition toward a public administration capable of acting ex officio in the event of life events or legally verified eligibility conditions.<\/p>\n\n\n\n
The decree defines the mandatory scope of application as the ministries, organs, entities, and agencies of the central and functionally decentralized public administration, under the dependence or tutelage of the Executive Branch, insofar as they manage procedures, services, records, data, or platforms involved in the provision of proactive services.<\/p>\n\n\n\n
Likewise, it grants functional leadership, methodological guidance, the articulation of the National Portfolio by Life Events, the issuance of guidelines, standards, and technical instruments, as well as the monitoring and evaluation of the implementation of these regulations, to the Ministry of Public Administration, without prejudice to the constitutional or legal powers attributed to the other responsible entities.<\/p>\n\n\n\n
The Governmental Office of Information and Communication Technologies (OGTIC) will be responsible for the implementation, integration, operation, and support of the transversal technological solutions required for the execution of the model, in accordance with the guidelines issued by the MAP and without substituting the substantive competencies of the entities responsible for the service.<\/p>\n\n\n\n
The ministries and directorates that will adopt proactive services will retain competence over eligibility rules, sectoral operation, administrative acts, case handling, and data quality under their responsibility.<\/p>\n\n\n\n
Exclusions from the decree<\/p>\n\n\n\n
Constitutionally autonomous bodies, city councils, and municipal district boards are excluded from the scope of application of the regulations, with respect to which the adoption of the principles, standards, and mechanisms provided for in this regulation shall be of an exhortatory nature.<\/p>\n\n\n\n
Also excluded are services, procedures, registrations, data, platforms, and administrative actions that are not under the dependency or supervision of the Executive Branch, or that are not linked to the provision of proactive services under the terms provided in this regulation.<\/p>\n\n\n\n
First steps<\/p>\n\n\n\n
Within the framework of the 2026\u20132028 National Proactive Services Strategy, at the end of April this year, the Ministry of Public Administration (MAP), together with the Social Policy Cabinet, the Ministry of Public Health, the National Health Service (SNS), the Sup\u00e9rate Program, the Single System of Beneficiaries (Siuben), and the Hugo Mendoza and Reynaldo Alm\u00e1nzar hospitals, began a series of workshops for the design, development, and implementation of proactive services, an initiative that promises to transform the public service management model.<\/p>\n\n\n\n
What is a proactive service?<\/p>\n\n\n\n
\u201cProactive service\u201d is defined as the provision in which the Anticipatory State detects \u201crelevant life events\u201d of individuals and activates services without prior request, while maintaining traceability, control, and the right to appeal.<\/p>\n\n\n\n
The decree defines an Anticipatory State as a public management model oriented towards identifying and timely addressing the foreseeable needs of people through coordinated action, interoperability, and the legitimate use of data.<\/p>\n","protected":false},"excerpt":{"rendered":"
