Santo Domingo.- The Director General of Migration (DGM), Vice Admiral Luis Rafael Lee Ballester, ARD, held a meeting with consular officials from the Embassy of Haiti in the Dominican Republic, headed by Ralph Giraldo Raphael, Minister Counselor, in which they discussed the protocols governing interdiction operations and the processing of migrants in detention centers administered by the institution. The head of the DGM guaranteed that these procedures are carried out in accordance with the General Migration Law 285-04 and its implementing regulations.
Lee Ballester reiterated to the Haitian diplomats that the actions of the entity, its personnel, and the military and police who support it, are carried out under the strict respect and protection of the human rights of immigrants in an irregular condition.

Likewise, he expressed that the DGM maintains its willingness to dialogue and cooperate with the Haitian authorities to address the issues specific to the institution. Vice Admiral highlighted the importance of ensuring effectiveness and transparency in the migratory controls established by national, bilateral, and international regulations and agreements. He also emphasized that the Dominican Republic will close the year 2025 with the highest number of deportations in its history, in compliance with the provisions of the National Security Council. Lee Ballester confirmed that the DGM will continue to carry out interdiction operations throughout the national territory, at different times, as part of a comprehensive immigration control strategy. He also reported that repatriation processes are carried out through the border points of Dajabón, Elías Piña, Jimaní and Pedernales, within the established schedules for binational crossings. Deliveries are made in an orderly manner to the Haitian authorities, under the coordination of Immigration Control personnel, the military forces and the State security agencies. The Haitian delegation was composed of Dr. Hipólito Dolis, in charge of Legal and Migration Affairs of the diplomatic mission; the consul general in Santiago, Stephen Junior Cherefant; the consul Fito Zephieren and the vice-consul Marie Danielle Lundi. In representation of the DGM, pilot general Juan Carlos Vicente Pérez, FARD, and colonel Manuel de Jesús Carrasco Guerrero, ERD, were present.
