The Government consolidated institutional coordination for the development of the hydrocarbons sector with the signing of a memorandum of understanding between the Ministry of Energy and Mines and the Dominican Petroleum Refinery (Refidomsa), a strategic alliance aimed at strengthening the initiatives and projections of this subsector at a key moment for the country.
The agreement was signed by the Minister of Energy and Mines, Joel Santos, and the President of the Refidomsa Board of Directors, Samuel Pereyra, who made commitments to boost this important sector of the national economy.
The memorandum contemplates cooperation in the exchange of knowledge, human resources, and technologies, with a primary focus on the exploration and exploitation of hydrocarbons, as well as the joint execution of programs and projects of common interest.

In addition, it establishes the integration of best practices in safety, health, environment and risk management, as well as the promotion of private investment, compliance with environmental standards and the training of technical personnel linked to this subsector. Minister Joel Santos highlighted the importance of the agreement, especially given the strategic moment the Dominican Republic is experiencing in terms of hydrocarbons and energy, and valued the sustained collaboration of Refidomsa and its president. "We are confident that Refidomsa has the necessary tools to collaborate with us, as it always has, and we appreciate the cooperation of our friend Samuel Pereyra in all aspects," said the official. On his side, Pereyra pointed out that, since he assumed the presidency of the Council, the Refinery and the Ministry of Energy and Mines have worked together. He indicated that the agreement formalizes a technical collaboration for the development and research of hydrocarbons in the country. "Refidomsa will always be hand in hand and will cooperate with the Ministry of Energy and Mines in these projects, or in any other that benefits our country," Pereyra asserted, who also highlighted the progress made in this matter and in the energy sector under the management of Minister Santos. During the signing ceremony, held at the Ministry of Energy and Mines, the Vice Minister of Hydrocarbons, Noel Báez, explained that the agreement seeks to articulate Refidomsa's corporate capacity with the leadership and technical capacity of the MEM, in order to strengthen geochemical and geophysical studies and promote exploration.About the memorandum
The memorandum includes the promotion and coordination of exploration programs and projects in national sedimentary basins, as well as training, internships, damage prevention, spill response, emergency response, and preparation and recovery activities in the face of adverse events. For the implementation of the agreement, the parties agreed to the creation of a consultative and technical working group that will coordinate the execution of the activities, with meetings at least once a year. Each institution will designate a coordinator and the decisions will require the express approval of the Ministry of Energy and Mines for operational or regulatory purposes.
