The Pakistani chancellor travels to New York amid negotiations between the United States and Iran

Pakistan's Foreign Minister, Ishaq Dar, traveled this Monday to New York in the midst of management of the mediation between the United States and Iran, at a time when both parties recognize progress towards a possible agreement to end a conflict that is approaching three months in duration.

Dar's agenda in New York begins on Tuesday with the high-level open debate of the United Nations Security Council, chaired by the Chinese Foreign Minister, Wang Yi, who heads the rotating presidency of the organization during this month under the theme “Defending the purposes and principles of the UN Charter and strengthening the international system centered on the United Nations”, according to Beijing confirmed in a statement from its Ministry of Foreign Affairs.

The trip comes days after Dar accompanied Pakistani Prime Minister, Shehbaz Sharif, on a tour of China during which President Xi Jinping publicly endorsed Islamabad's mediating role. “China values Pakistan actively assuming responsibilities and playing a mediating role in restoring peace in the Middle East”, Xi declared, according to the Chinese Foreign Ministry, which added the call to maintain “close communication and coordination” to promote an “equal and orderly multipolar world”.

Pakistan has been acting as a channel between Washington and Tehran for weeks. Last Friday, the head of the Pakistani Army, Field Marshal Asim Munir, traveled to Tehran and met with Iranian President Masud Pezeshkian, the chief negotiator and Speaker of Parliament, Mohamad Baqer Qalibaf, and Foreign Minister Abbas Araqchi. The Pakistani Army described the visit as "brief but highly productive" and noted that the negotiations yielded "encouraging progress towards a final understanding."

The main sticking points are the nuclear program and the conditions for reopening the strategic Strait of Hormuz, blocked by Iran since the beginning of the conflict. Tehran insists on leaving the nuclear issue for a phase after the cessation of hostilities; Washington demands that it be included in the initial agreement.

The Iranian diplomacy spokesman, Esmail Baghaei, acknowledged to state television that “the trend of the last week has been towards a greater rapprochement of positions”, although he asked to wait “three or four more days”. The US Secretary of State, Marco Rubio, on an official visit to India, described this Monday as “quite solid” the proposal on the table regarding the Strait of Hormuz, but downplayed an imminent announcement. “We thought that perhaps we would have news last night, or maybe today, but I would not give it too much importance”, he declared in New Delhi. Trump specified in Truth Social that his representatives have instructions to “not rush”, considering that “time is on our side”.

The first attempt at direct negotiations took place in Islamabad on April 11 and 12 without reaching an agreement. In mid-May, Pakistani Interior Minister Mohsin Naqvi traveled to Tehran and received a new package of Iranian proposals. Sharif confirmed this Sunday that Islamabad expects to host a new round of direct talks between the parties "very soon." In addition to the debate in the Security Council, Dar will participate on Thursday in the meeting of the Group of Friends of Global Governance —a forum that Wang Yi will also attend— and will hold bilateral meetings with counterparts and senior UN officials. The Pakistani foreign minister's New York agenda condenses, in three days, Islamabad's double bet: to consolidate its diplomatic prominence before the multilateral organization and to continue weaving, on the margins, the threads of a negotiation that still has no closing date.
