Public institutions consolidate international presence during 2025 through Senpa

Santo Domingo. — The National Environmental Protection Service (Senpa), a specialized agency of the Ministry of Environment and Natural Resources under the operational direction of the Armed Forces, achieved significant progress in cooperation, articulation, and international positioning during the year 2025, consolidating itself as a regional benchmark in the fight against environmental crimes. During this period, Senpa expanded its participation in multilateral forums, international operations, and specialized training programs, strengthening its technical and operational capacity to address transnational environmental threats. In 2025, the organization trained ten members of its staff through five international programs in areas such as wildfires, illegal mining, transnational crimes, illegal logging, and good operational practices. Among the most outstanding activities are participation in the General Assembly of the Jaguar Network in Cartagena, Colombia; the XII Specialized Environmental Activity of the CFAC in Nicaragua; training in environmental crime investigation with Seproma of Spain in Guatemala; training in illegal logging in Manaus, Brazil, and training in environmental and forest management in Nicaragua; in addition to participation in maritime surveillance and control of illegal fishing in Ecuador.

The Senpa also increased its presence in spaces for coordination and international cooperation, participating in Interpol's Global Operation Custo Viridis and Europol, meetings on the International Classification of Crimes for Statistical Purposes, meetings of the project Support for Early Action of the Global Biodiversity Framework and in the Technical Subcommittee on Environment of the Commission of Chiefs and Directors of Police of Central America, Mexico, the Caribbean and Colombia. Likewise, it participated in the post-operational meeting of Madre Tierra VII in El Salvador. In the operational field, Senpa consolidated its role in global initiatives against environmental crimes, integrating into Operation Mother Earth VII and Operation Thunder 2025, led by Interpol and the World Customs Organization. In the latter, the Dominican Republic registered 90 arrests related to illegal logging, contributing directly to the global results of the initiative. As recognition of its regional performance, the Senpa was selected as the venue for the General Assembly of the Jaguar Network 2026, to be held in June in the Dominican Republic, positioning the country as a leader in environmental security and reinforcing international confidence in its capabilities. The actions carried out during 2025 allowed for raising the technical standards of the personnel, integrating Senpa into international ecological security networks, expanding regional cooperation, and reinforcing institutional preparedness against transnational environmental threats.
