Lima, Peru. - In the 114th Plenary Session of the Commission of American Affairs (CAAm) of the International Union of Notaries (UINL), the president of the Dominican College of Notaries, Dr. Jhon Richard Paniagua Feliz, highlighted among the advances of the national notary the recent approval of the regulation of electronic notarial signature by the Supreme Court of Justice.
Paniagua Félix emphasized that, based on Notary Law 140-15 and Electronic Commerce Law 126-02, this regulation precisely governs the validity of digital documents, positioning the Dominican Republic as a regional benchmark in technological transformation.
He thanked the president of the Supreme Court of Justice, magistrate Luis Henry Molina, "for his vision and support for this initiative that modernizes the notarial function without losing its essence." He pointed out that the electronic signature does not replace the notary, but provides him with new tools to carry out his mission with greater efficiency, transparency and closeness to the citizenry.
In the regional meeting, the president of the College of Notaries was accompanied by a Dominican delegation made up of the ambassador to Peru, César Florentino Díaz, and 13 representatives from the different regional branches of the guild.
During the international event, Paniagua Félix delivered a forceful message to presidents, delegates, and notarial authorities from America and other regions of the world. He announced the development of an integral notarial management platform that will allow online appearances, along with a permanent training program in key areas such as legal writing, comparative legislation, and data protection. He also highlighted investments in infrastructure, digitalization of records, and asset strengthening.
With firmness, he addressed the pending challenges, from the technical implementation of the digital signature to the eradication of irregular notarial practices abroad, underlining that "the transformation must be gradual, voluntary and accompanied by ethical and technical training".
The highlight was his call for the unity of the American notary with a view to the UINL world elections in Berlin. He emphatically supported the candidacies of David Figueroa for the world presidency of the UINL and Homero López Obando for the presidency of Caam, stating that "it is not for people, it is for America".
He also invited participation in the National and International Academic Conference, which will be held in Punta Cana from September 12 to 14, an unprecedented event that will feature prominent national and international speakers, the support of the Dominican high courts, and the active participation of national universities.
In an emotional closing, he paid tribute to the female notary, recognizing her invaluable contribution and reaffirming the commitment to equity and inclusion within the guild.
With a clear vision and renewed commitment, Dr. Paniagua concluded by stating that Latin American notaries are called to be a global actor of leadership, innovation, and cohesion, in defense of legal security and social peace. His final exclamation, "Long live America!", was answered with a standing ovation that sealed a memorable day for Caam.
