Insurance Superintendency celebrates the country's first anti-money laundering certification

Santo Domingo.- The Superintendence of Insurance (SIS) marked a historic milestone by inaugurating the first training of the Anti-Money Laundering Certified Associate (AMLCA) program in the insurance sector, given in partnership with the Financial & International Business Association (FIBA) and Florida International University (FIU). This is the first certification of its kind developed in the Dominican Republic and the Caribbean, consolidating a transcendental advance in the professionalization and strengthening of the sector against money laundering and the financing of terrorism. The activity, held on August 28th and 29th in the conference hall of the Dominican Chamber of Insurers and Reinsurers (CADOAR), was attended by officials, technicians, and representatives of the insurance sector, including collaborators from the SIS, who received specialized training aligned with international standards. When offering the welcoming words, the Superintendent of Insurance, Julio César Valentín Jiminián, highlighted the importance of this training program.

“That it is the first certification of this type in the Dominican Republic and the Caribbean is a significant achievement. In baseball language, it's a home run for our goals of strengthening the regulations and practices that stop the pernicious laundering of assets in the insurance sector,” he assured.

He also urged participants to undertake the training with motivation and commitment, given the key role they will play in strengthening the country's compliance culture.

For his part, Professor Marcos Kerbel, representative of FIU, described the activity as "historic", underlining the level of the trainers and the fact that for the first time an AMLCA certification program is dedicated to the insurance sector. Similarly, Julio Aguirre, representing FIBA, explained that this certification has the academic support of FIU, which distinguishes it and gives it greater strength compared to other international programs. He pointed out that this accreditation opens up professional opportunities even outside the country, by ensuring that graduates meet global standards in the prevention of financial crimes. The certification was given by the Director of Control and Supervision and head of Prevention of Money Laundering of the SIS, Eliana Díaz, along with a team of professionals endorsed by FIBA and FIU. With this first cohort of professionals, the SIS reaffirms its commitment to drive a more transparent, ethical, and resilient insurance sector, promoting continuous training as a key tool to face the challenges of money laundering and strengthen trust in the financial and insurance system of the Dominican Republic. The Superintendency of Insurance of the Dominican Republic (SIS) signed this Friday a collaboration agreement with the Financial & International Business Association (FIBA) to implement the Anti-Money Laundering Certified Associate (AMLCA) certification program in the country, aimed at strengthening the prevention of money laundering in the insurance sector. The agreement is made in partnership with Florida International University (FIU) and marks a regional milestone, as it is the first time that the AMLCA program is introduced in the insurance sector of the Dominican Republic and the Caribbean, with a technical and updated focus on compliance, risk management and current regulations. "This agreement marks a before and after in the professionalization and strengthening of our insurance system against financial crimes. We are committed to a modern, proactive, and close supervision, which raises the country's compliance standards," said the superintendent of insurance, Julio César Valentín Jiminián, when heading the signing of the agreement. FIBA President and CEO David Schwartz, for his part, highlighted the strategic importance of the agreement:

"This step positions the Dominican Republic as a regional benchmark in specialized training in anti-money laundering, with tools aligned to global challenges and the highest regulatory standards."

The signing ceremony was attended by representatives from key entities such as the Dominican Chamber of Insurers and Reinsurers (CADOAR), the Dominican Association of Insurance Brokers (ADOCOSE), the National Association of Insurance Professionals (ANAPROSE), the Financial Analysis Unit (UAF), and the Confederation of Cooperatives of Latin America (CONCLAFIT). AMLCA Certification and Specialized Training The agreement includes the implementation of the AMLCA program, which will offer theoretical and practical training in the prevention, detection, and mitigation of money laundering and the financing of terrorism. The certification will combine case studies, real-world examples, and specialized modules, focused on compliance with Law no. 155-17 and complementary regulations. In addition to certification, technical training, training activities, and two sectoral events will be offered to reinforce the national system for the prevention of financial crimes. This program is aimed at compliance officers, risk area technicians, commercial managers and insurance sector professionals, as well as anyone interested in acquiring updated regulatory skills. With this alliance, the Superintendency of Insurance reaffirms its commitment to continuous training, institutional transparency, and the strengthening of a culture of compliance, in line with the best international practices and the demands of a modern, efficient, and ethical supervision.
