TSC achieves perfect score in public procurement

Santo Domingo Este. – The Instituto Técnico Superior Comunitario (ITSC) achieved the maximum score of 100 out of 100 in the Public Procurement Monitoring System (SISCOMPRAS), corresponding to the first quarter of 2026, positioning itself among the institutions with the best performance in the management of purchases of the Dominican State. The SISCOMPRAS, a tool developed by the General Directorate of Public Contracting, evaluates compliance with current regulations through records in the Transactional Portal, taking into account indicators related to the planning, execution, and administration of contracting processes. The measurement is carried out quarterly on a scale of 0 to 100 points, classifying institutions into red (0-59), yellow (60-79) and green (80-100) levels. With the obtained qualification, the ITSC is located at the highest performance level. The rector of ITSC, José Ramón Holguín Brito, highlighted that this result reflects the institutional commitment to transparency and efficiency in public administration. "This achievement demonstrates organized management, aligned with the principles of accountability and good practices," he expressed.

The performance achieved responds to the fulfillment of the five sub-indicators that make up the system: purchasing planning, process management, management time, contract administration, and purchases from MSMEs, which demonstrates a comprehensive and efficient execution. The SISCOMPRAS is part of the Presidential Goals Monitoring and Measurement System, consolidating itself as a key instrument for evaluating institutional performance. With this result, the ITSC reaffirms its commitment to the responsible use of public resources and transparency for the benefit of the educational community and Dominican society.
