New York activates emergency plan due to heat wave with a heat index exceeding 104 °F

New York. — Faced with the imminent arrival of an extreme heat wave that could affect a large part of the state in the coming days —including the primary election day— the authorities of the City of New York have activated a robust contingency plan to protect its residents, especially the most vulnerable. It is anticipated that a phenomenon known as a "heat dome" will raise actual temperatures above 100 °F (38 °C), with heat indexes that could reach 104 °F (40 °C), generating dangerous conditions for public health.

Key emergency plan measures


Mayor Eric Adams and Emergency Management Commissioner Zach Iscol unveiled a set of preventative measures already underway:

Cooling Centers: An expanded network of air-conditioned spaces, including libraries, museums, community centers, and businesses, has been activated and will be open to the public to take refuge from the heat. 24/7 Cooling Map: A new digital tool will allow you to quickly locate nearby options to cool off, available 24 hours a day. Pet-friendly centers: Thanks to a partnership with PetCo, some centers will accept pets, ensuring the well-being of the pets. Information distribution: Organizations like City Meals on Wheels and City Harvest are distributing educational materials about heat safety to at-risk communities.

Notify NYC: Citizens are encouraged to sign up for the free emergency alert system (Notify NYC) to receive real-time updated information.

Heat Vulnerability Index and social actions


The City also promotes the use of the Heat Vulnerability Index (HVI), an interactive platform that allows identifying the neighborhoods at higher risk from extreme heat and prioritizing the distribution of resources.

The Department of Social Services (DSS) has issued a Red Code Alert, activating shelters for the homeless and special rest areas for those suffering from heat discomfort. Social work teams are conducting field operations to connect vulnerable people with essential services. “The heat this week will not only be uncomfortable, it will be dangerous. We must act intelligently. Stay hydrated, seek air conditioning, and take care of your loved ones and elderly neighbors,” warned Mayor Adams.

State reinforcements and energy risk


Governor Kathy Hochul also issued a state alert, warning that the heat wave poses a critical strain on the electrical system. To mitigate the risks of blackouts:

More than 5,500 public service workers are on guard throughout the state. Energy companies are in permanent contact with the state Department of Health. Additional inspections are being carried out on railway lines, substations, and air conditioning systems of the Metro, Long Island Railroad, and other means of transport. "We must prepare not only for the heat, but for the logistical and energy challenges that it brings," Hochul said in a statement.
