Herrera detailed that "the construction includes technical support areas, connectivity through elevators and stairs, a video surveillance system, and a potable water supply."
Airport modernization is part of a comprehensive program backed by a total loan of 195 million dollars from the IDB, authorized by legislative decree. The initiative is part of the comprehensive modernization program of the International Airport, which seeks to respond to the increase in visitors and the new demands of mobility. According to the presentation made in the Treasury Commission, the IDB loan was authorized by legislative decree number five hundred and five, published on February 2, 2026, and contemplates a total financing of one hundred and ninety-five million dollars for various phases of the airport project.In the development of the session, representatives from the Ministry of Finance explained that the approval of these resources will allow progress in the execution of works such as the installation of hydraulic systems, electrical pipelines, earthworks and the hiring of the consulting firm in charge of technical supervision. In addition, six hundred thirty-five thousand seven hundred fourteen dollars will be allocated for the executing unit and the administration of the modernization program, resources that will be used in the hiring of specialized personnel and in the acquisition of computer equipment.
During the discussion, the deputies highlighted the importance of ensuring budget availability so that CEPA can have the funds and thus begin the contracting and execution processes of the projects. The opinion read in the commission underlines that "the incorporation of resources will allow financing activities corresponding to provisional installations for infrastructure works, acquisition of materials and equipment, adaptation of the project area, installation of drinking water systems, sewage and rainwater, electrical conduits, as well as the respective supervision contract." The modernization of the airport responds to the increase in visitors and the need to improve connectivity and the economic development of El Salvador. The El Salvador International Airport is the main entry and exit point of the country, and its modernization has been identified as a strategic priority for economic development and regional connectivity. The execution of these projects seeks to improve operational capacity and user experience, as well as strengthen the airport's position in the Central American context. This fund allocation adds to other budgetary reforms approved by the Legislative Assembly in the same session, aimed at strengthening school infrastructure, digital connectivity, and urban revitalization in different regions of the country. The allocation of international resources through the Inter-American Development Bank and the support of the Finance and Special Budget Commission reflect the Salvadoran government's commitment to promote key infrastructure projects for national growth.
