Prosecution requests preventive detention for Jean Andrés Pumarol for attack in Naco

Santo Domingo.- The National District Attorney's Office requested preventive detention against Jean Andrés Pumarol Fernández, accused of causing the death of a woman and injuring five people during a violent attack with a bladed weapon that occurred in the Ensanche Naco sector. The request for a coercive measure was presented before the Permanent Attention Court of the National District, where the corresponding hearing will be held on the same day. Pumarol Fernández was transferred from a medical center to the preventive jail of the Palace of Justice of Ciudad Nueva and, subsequently, to the court.

During the hearing, the participation of a forensic psychiatrist is foreseen in case an evaluation of the defendant's mental state is required. The prosecution has requested that specialists from the Public Ministry conduct a formal psychiatric evaluation to determine if there is any mental health condition that should be taken into account in the judicial process. The chief prosecutor of the National District, Rosalba Ramos, indicated that the defendant's family has stated that he suffers from mental problems, although she clarified that this condition must be verified by professionals in the field. "Not every psychiatric condition exempts from criminal responsibility," Ramos stated. "There are many people with mental health diagnoses who are perfectly functional and can answer to the law." Ramos stood firm in his position that the accused must face the corresponding judicial process. "If he wasn't institutionalized, it was because he was functioning. I have many bipolar people who work, so can he collect money and have permission to kill? Well no," he emphasized. The attack, which has generated public shock, left Ivonne Handal Abugabir, 70 years old, as a mortal victim, who, according to reports, was a patient of the Minister of Public Health, Víctor Atallah, who lamented her death during the wake held at the Jardín Memorial. Among the five injured are the aggressor's father, Guillermo Pumarol Castellanos, the victim's caregiver, Teresa Fabián Heredia, as well as neighbors Francisco Tezano, Griselda Ozuna and Victoria Heredia. Two of those affected remain in a delicate, though stable, condition, and the others remain under medical observation. The Public Ministry maintains that, beyond the outcome of the clinical evaluations, the criminal proceedings against Pumarol Fernández will continue its course in accordance with the provisions of the Criminal Procedure Code.
