Bajo el Foco presented reports on migration policies and social inclusion programs in the Dominican Republic

Santo Domingo.- The research program Bajo el Foco, produced by De Último Minuto and hosted by journalist Wendy Mora, presented this week content focused on the migratory policy of the Dominican Republic and its relationship with international cooperation projects. The reports were prepared by journalists Ángela Ramírez and Yuleisy Ovalle.

The first report, prepared by Ángela Ramírez, addressed what she called a “Double migratory discourse”. The investigation exposed official documents about the agreement signed in April 2023 between the Dominican State and the World Bank, which granted a donation of 4.6 million dollars (more than 270 million pesos) for the project “Multisectoral Response to Human Mobility”. This project, led by the National Migration Institute, involves entities such as the General Directorate of Migration, the Ministry of Women, the Single Beneficiary System (Suyen), the Supérate program, the Ministry of Economy, the National Office of Statistics and the Directorate of Strategy and Governmental Communication (Diecon).

The investigation detailed the actions contemplated in this project, including: registering 85,000 households of undocumented immigrants in the Suyen and planning their inclusion in social programs; strengthening the Ministry of Women's care protocols for immigrant women; reinforcing the action protocols of the General Directorate of Migration; and developing communication campaigns to promote coexistence and change the social perception of the migrant population. In addition, it was pointed out that the principle of non-exclusion adopted in the project establishes that the migratory condition should not be a criterion for exclusion. The second report, presented by Yuleisy Ovalle, addressed the budgetary execution of the institutions linked to these programs and the distribution of international funds. The report highlighted that most of the resources have been allocated to registration, social integration, and community awareness actions, while a smaller portion was assigned to migration control measures. Both reports stated that, while the State carries out detention and deportation operations, it also implements projects aimed at the inclusion of people with irregular migratory status.
