In the framework of the International Day for the Elimination of Violence Against Women, Silverio dedicated a special message to the women of the university community and reaffirmed his commitment to inclusion, gender equality, and the creation of safe spaces within the academy. The candidate recalled his origins in Batey Maguaca, Montecristi, and his career from computer science student, through management roles, vice-deanship, deanship and his current position as Vice-Rector of Research and Postgraduate. “My goal is to continue this path as the next rector, to build a more modern, inclusive and student-friendly UASD”, he expressed. During the event, he presented his UASD Strategic Plan 2026-2030, focused on student well-being and technological modernization. Among its main proposals are: strengthening of cafeterias, transportation and health services; expansion of digital training programs; implementation of smart classrooms and digital libraries; construction of the Intelligent Student Tower; new university residences; and promotion of international academic mobility. Silverio also announced initiatives such as the creation of a Student Innovation Fund, an Employability Office, a student ID card with benefits, the academic social network #YOSOYUASD and new services based on artificial intelligence to improve the university experience. The student support was led by Carluis Álvarez (FELABEL), Winston Morfe (GEI), Junior Martínez (MED23), Jonathan Lorenzo (Punto de Encuentro) and Mohamed Plácido (FESD-16). Together, these organizations represent more than 70% of the student votes of the electoral body.

At the event, various student and faculty leaders reiterated their commitment to Silverio's project, highlighting that collaboration between authorities and students is fundamental to strengthening the public university. "Dear UASD youth, you are the generational replacement of this nation. When the best unites, UASD wins... and all of us, let's go for more," concluded Silverio, received with an ovation.

The welcoming remarks were given by the president of the FED, Pedro Martínez. Likewise, Dr. Radhamés Bautista López García, candidate for Vice-Rector of Extension, formally presented Silverio as a candidate for the Rectorship.

Recently, the Academic Triumph Movement officially proclaimed Silverio as its candidate for the 2026–2030 period, during its 11th Ordinary General Assembly, held in the same Manuel del Cabral auditorium, with the presence of the current rector, Editrudis Beltrán Crisóstomo.
