Cell phones are prohibited in the Initial Level by order of the Minerd

Santo Domingo.- The Ministry of Education (Minerd) has ordered a total ban on the use of personal cell phones in the Initial Level and established new regulations for the Primary and Secondary levels, as part of a policy aimed at promoting a healthier digital coexistence in public and private educational centers in the country. The measure is contained in Departmental Order 011-2026, announced by the Minister of Education, Luis Miguel De Camps, with the aim of strengthening the overall well-being of students and reducing distractions associated with the excessive use of mobile devices during the school day. According to regulations, students in the Initial Level will not be able to carry or use personal cell phones within the educational centers. In the Primary level, specific restrictions will apply, while in Secondary, the use of these devices will only be allowed under supervision and for pedagogical purposes defined by each institution. The provision also establishes that each educational center must develop internal protocols on the use of mobile devices, integrating them into their coexistence rules with the participation of teachers, students, and families. In addition, it contemplates measures to reduce screen time and promote alternative activities during school hours.

Another relevant aspect of the order is the protection of privacy within the schools. The regulations prohibit recording or disseminating images, videos, or audios of students, teachers, or administrative staff without prior consent, and incorporates actions to prevent cyberbullying and other forms of digital violence. The Ministry of Education (Minerd) reported that there will be exceptions for students with specific educational support needs who require technological tools to facilitate their learning or accessibility. Likewise, training programs will be developed for teachers, administrative staff, and families on digital well-being and responsible use of technology. Educational authorities believe that the regulation seeks to find a balance between the use of technologies in the teaching process and the need to ensure safer, more focused, and more favorable school environments for learning.
