“Every step we have taken brings us closer to the consolidation of the Ministry of Justice as an institution. But the action that materializes today has a special significance; it is probably the most transcendent since we began this process of institutional construction,” he expressed.
On his part, the comptroller highlighted that the installation of this unit will allow the supervision of the administrative and financial operations of the ministry, as part of the internal control system coordinated by the General Comptroller's Office of the Republic.

Espinosa added that the current management of the Comptroller's Office has incorporated new practices aimed at strengthening transparency, including the socialization of internal audit reports with the audited institutions before their final issuance, as well as the strengthening of special investigations, publicly known as the anti-fraud unit.
“This ministry is part of the central Government and today we are officially installing the Internal Audit Unit to monitor the institution's day-to-day operations. We hope that this accompaniment translates into excellent indicators and results,” he said.
Likewise, he explained that one of the key aspects of preventive control is the certification of contracts before goods, services or works are executed.
"Institutions should not authorize the receipt of goods, services or works without the contract having been previously certified by the Comptroller's Office. That record is the one that issues the authorization certificate that enables the start of the execution. When that process is not followed, an administrative void is generated, and precisely what we are looking for is to prevent that type of situation," he indicated.
