New Minister of Labor in Peru: Freddy Solano is sworn in to replace Óscar Fernández

José María Balcázar took the oath this Thursday to Freddy Solano as the new head of the Ministry of Labor and Employment Promotion (MTPE), replacing Óscar Fernández. The ceremony took place at the Government Palace and marked a new adjustment in the ministerial cabinet, amid the crisis of EsSalud, an entity that depends on the ministry.

The appointment of Solano surprised various sectors, as it was finalized without prior announcements or a press conference that anticipated the change. Until hours before the swearing-in, there were no public signs about the departure of Fernández, so the ministerial replacement was only known during the official ceremony headed by the Head of State.

Freddy José María Solano González is a Peruvian lawyer who, in recent months, had gained public notoriety after assuming the executive presidency of PromPerú, one of the most important entities for the tourist and commercial promotion of the country. His appointment was formalized by the Ministry of Foreign Trade and Tourism in April 2026, replacing Ricardo Limo, who left the position shortly before the change of government.

Before joining PromPerúSolano developed a large part of his career in the public sector. He is a lawyer trained at the National University of Trujillo and has postgraduate studies focused on Labor Law and Social Security. His professional profile was mainly linked to public administration and labor issues, rather than tourism or foreign trade.

He also headed Sunafil

One of the most relevant positions he held was the head of Sunafil. During his tenure, he promoted a line of work that sought to combine labor inspection with mechanisms of guidance and support for companies and entrepreneurs. In various public activities, he maintained that the formalization of employment should be promoted not only through sanctions, but also through preventive and advisory actions. This approach was presented by the institution in meetings with business associations and chambers of commerce from different regions of the country.

Her arrival at PromPerú occurred in a particularly sensitive context. First, he was appointed general manager of the entity in March 2026 and just a month later was promoted to executive president. The speed of that promotion caught the attention of the tourism sector, because the institution is usually led by professionals with direct experience in tourism promotion, foreign trade, or international markets.

The Government presented it as an administrative replacement within a strategic entity for the Peruvian economy. Some business organizations pointed out that PromPerú requires a highly technical profile due to the complexity of international promotion campaigns, attracting tourists, and opening markets for Peruvian exporters. The criticisms were not only focused on his professional training, but also on the political moment in which the appointment occurred. The decision was interpreted by some actors in the sector as an unexpected change made a few months before the installation of a new government administration. Various business representatives asked that the institution maintain technical continuity and stability in a stage considered key to the recovery and expansion of Peruvian tourism.
