Tucson (USA),.- At least three County and local Governments from Arizona, Colorado, and Illinois sued President Donald Trump's Government this Friday to make them pay 40 million dollars in funds previously approved by Congress to finance the operations of shelters for migrants.
The legal complaint filed this Friday by Pima County and the cities of Denver and Chicago alleges that the Department of Homeland Security (DHS) owes them a combined $40 million for services provided to asylum seekers who were admitted and processed by the Border Patrol during 2024 and 2025.

Pima County Board of Supervisors Chairman Rex Scott said in a statement that since 2019 the U.S. Executive Branch began awarding these funds to counties and cities to ensure public health and safety, but that now the White House “suddenly” changed the reimbursement rules.
“As a committed partner in this initiative, we provide hosting services in good faith, we rely on these funds allocated by Congress,” the official emphasized.
The plaintiffs allege in the complaint filed in a court in the Northern District of Illinois that for months the DHS has not responded as to whether they will fulfill their financial responsibilities, despite multiple requests.
According to court documents, the federal government has withheld nearly 24 million dollars in funds previously awarded to Denver, another 12 million to Chicago, and four million to Pima County.
The money is part of a fund of more than 600 million dollars approved by Congress to respond to the migration crisis on the border.
To deliver these resources, the Trump Administration is requiring, among other requirements, the names, identification numbers, and final destination of the migrants who were sent to temporary shelters.
The White House has also ended aid programs to fund shelters, so many have closed their doors, including two in southern Arizona.
