The entry of the Dominican International Electronic Lottery (Leidsa) into the local market marked a before and after in the gambling industry in the Dominican Republic. Founded in 1997 and starting formal operations on November 1 of that year, Leidsa brought to the country the concept of the real-time electronic lottery, a pioneering technology that turned each point of sale into a node connected directly to the central system.

- Santo Domingo heads the list of luckiest demarcations, with RD$1,437.9 million delivered to players from municipalities such as SDE, SDN, SDO, Boca Chica and Los Alcarrizos.
- Santiago follows with RD$1,211.3 million in prizes distributed among 56 winners.
- The National District, although it has had more winners (62), has received RD$1,160.9 million, an average lower than other provinces.
One of the most impactful stories occurred in Espaillat in 2014, where José Bernardo Antonio Tejada became the winner of the largest amount by receiving RD$218 million, after hitting the numbers 5-13-16-28-34-36-5.
What is the best month to play the Lottery?
According to Leidsa's statistics, March is the month with the most registered winners: 84 people have won the Loto during that period in different years. The most "fortunate" years were 2009 and 2015, with 24 winners each.

Curiosities and unique cases
- On five occasions, the prizes were collected by banking institutions, not by individuals. Banco BHD won on three occasions, Banco Osaka and BNV, once each.
- In the most recent case, BHD won RD$10 million in La Vega, being represented by the same executive who appeared in other draws: Rafael Nicolás Fermín.
- The game Kino TV has also awarded the National District with RD$25.1 million.
Economic impact and state oversight
Leidsa has paid over RD$5,000 million in taxes in its first 15 years of existence, strictly complying with the provisions of Law 253-12 on Fiscal Reform and Law 139-11, which regulates gambling and establishes annual licenses per point of sale. In 2025 alone, the company will pay over RD$78 million for this concept.
In addition, the company reports all its operations in real time to the General Directorate of Internal Taxes (DGII) and the Ministry of Finance, thus guaranteeing transparency in each transaction and draw.
Technology and control vs. informality of the sector
While Leidsa operates under a highly scrutinized electronic system, the rest of the gambling market in the country still struggles with high levels of informality. According to Wilgin Peña, general manager of the company, the country has five or six times more points of sale than it should have, which promotes tax evasion and lack of control.
“Informality is the main challenge for the sector. We are auditable and 100% electronic. But many lottery agencies do not allow a real cross-checking of information,” Peña asserts.
