FITRAM awards first phase of Santo Domingo Monorail for RD$28.985 billion

The Trust for the Development of the Mass Transportation System of the Dominican Republic (FITRAM) reported that the tender for the first phase of the Santo Domingo Monorail was awarded to the National Consortium for Integral Mobility (CNMI). This phase of the project includes the contracting of detailed engineering and construction of infrastructure works and related systems.

In September 2025, FITRAM published the call for bids for the open and competitive bidding process, accompanied by a socialization process that included a guided tour of the route that the work will cover, which was attended by those interested in participating in the procedure.

Previously, in order to promote transparency and oversight of the project, a Citizen Observation Ad-Hoc Committee was created by resolution of the FITRAM Technical Council, which accompanied the entire process, and was composed of Mr. Franklin Baez Brugal, Dr. Pedro Silverio and Ing. Sarah Fernández. Concomitantly, at the request of the Ministry of the Presidency (MINPRE), the Technological Institute of Santo Domingo (INTEC) and the Pontifical Catholic University Madre y Maestra (PUCMM) designated external experts who participated in the review of reports on the evaluation of the submitted bids.

The deadline for submitting bids was 126 days. "The bidding process was launched on September 9, 2025. In order to ensure the greatest participation of bidders and as a result of requests received, the deadline for receipt was extended an additional 82 days, so the bids were received on January 12, 2026", FITRAM reported through a press release.

The National Consortium for Integral Mobility - which obtained 99.8 points in the technical evaluation - and the Santo Domingo Transportation Consortium, made up of Ingeniería Estrella, S.A. and Sofratesa Projects, S.R.L., which reached 97.4 points in the technical evaluation, submitted bids. The winning consortium's economic offer amounted to RD$28,985,534,516.31, reaching the maximum score in this category for having been the most economical.

In the framework of the bidding process, commissions made up of external experts, members of the Citizen Observation Committee, and FITRAM personnel visited the administrative facilities and ongoing works of the eligible bidders participating in the bidding process. "The entire process has been carried out in strict adherence to current regulations on public procurement and contracting, guaranteeing the principles of legality, transparency, competition, and equal conditions," reported FITRAM. The award act stipulates that, once the corresponding insurance policies have been presented, the contract will be signed.

About the National Consortium for Integral Mobility (CNMI)

The National Consortium for Integral Mobility (CNMI) is made up, in equal parts, by the companies Constructora Moyeda, S. A. and Hércules Construcciones de Monterrey, S.A. (Mexican) and Sanesto MG Ingeniería and Grupo Força Diseño & Ingeniería (Dominican).

Constructora Moyeda, S. A. has experience in prefabricated components and in the construction of beams for railways, bridges, structural beams, among other components. Among the projects in which it has worked are line 3 of the Monterrey Metro, lines 4 and 6 of the Apocada Metro, Nuevo León, the construction of stations on line 2 of the Monterrey metro, line 5 of the Mayan Train in Cancun, Quintana Roo, among other road and urban infrastructures. This line is the longest monorail line in the world.

For its part, Hércules Construcciones de Monterrey, S.A. is a Mexican construction group, founded in 1990, specializing in infrastructure development, projects of high technical complexity and construction. Its experience covers the public sector with hydraulic, health, institutional, and transportation infrastructure including projects such as the Mexico-Toluca Interurban Train, extensions of lines 4 and 6 of the Monterrey monorail and vehicular bridges such as Santa María-La Floreña, Anillo Periférico and Héroes de Lincoln, as well as the reconstruction of the Vía Rápida highway to the Mariano Escobedo International Airport (Monterrey, Nuevo León), among others.

Sanesto MG Ingeniería S.R.L. provides support to the industry through strategic alliances and professionals from different areas such as industrial assembly, electrical installations, air conditioning and metal-mechanical installation. Grupo Força Diseño & Ingeniería has experience in the construction of pile driving and civil works. In the country, it has worked on several road projects, such as the Santo Domingo Ring Road, the Northeast Highway, as well as piles, piers and heads of national railway projects, among others.

About the Santo Domingo Monorail

The Santo Domingo Monorail is established as a structuring axis of the metropolitan area of the city, crossing the Las Américas Highway and 27 de Febrero Avenue, generating a high-capacity and available public transport offer that will allow to meet the travel demand foreseen by the connection of Santo Domingo East and the National District.

The Santo Domingo Monorail is a project that will be part of the Integrated Transportation System of Santo Domingo (SIT-SD), generating a network effect due to the high level of intermodality and connection of complementary services, especially Lines 1 and 2 of the Santo Domingo Metro. The construction is in charge of the Trust for the Development of the Mass Transportation System of the Dominican Republic (FITRAM).

The route of the Santo Domingo Monorail, in its first phase, comprises an extension of 10.5 kilometers and 12 stations, from Charles de Gaulle Avenue, in Santo Domingo East, to the Olympic Center in the National District, connecting with Lines 1 and 2 of the Metro. In its first phase, the project will serve a population of more than 1 million inhabitants between Santo Domingo East and the National District, and will serve an initial demand of 12,500 passengers per hour per direction in its busiest section, and 306,000 passengers per day.
