Diplomatic representatives from the Dominican Republic and Haiti agreed to open the airspace, allowing air connection between Dominican airports and the Cap-Haïtien International Airport, starting in May, 2026.
This measure seeks to facilitate mobility, energize economic ties, and strengthen relations between both countries.
The delegations of the Ministry of Foreign Affairs of the Dominican Republic (MIREX) and the Ministry of Foreign Affairs and Worship (MAEC, by its French acronym) of the Republic of Haiti met today, April 17, 2026, at the facilities of the CODEVI Industrial Park, located in the Dominican-Haitian border zone, with the purpose of continuing the dialogue on the priority issues of the bilateral agenda between both States.
This meeting is based on the Joint Declaration signed in Elías Piña on January 10, 2021 by President Luis Abinader of the Dominican Republic and the late President Jovenel Moïse of the Republic of Haiti, and whose nine points constitute the fundamental roadmap for exchanges between both States.
Furthermore, it testifies to the Haitian Government's will, led by Prime Minister Alix Didier Fils-Aimé, to strengthen bilateral dialogue, in a spirit of mutual understanding and with full respect for the sovereignty of both States, on issues of common interest.
During the day, the delegations held a frank and constructive exchange on the main topics of the bilateral agenda, with particular emphasis on border security, including cooperation mechanisms for strengthening border control and surveillance; migration issues; as well as trade issues.
Likewise, the delegations thank the international community for its support of the efforts to assist the Haitian authorities in pacifying the Republic of Haiti, in particular that of the United Nations and the Band Repression Force (FRB), within the framework of their decisions and actions aimed at restoring security conditions, institutional stability and peace for its population.
The Dominican Republic delegation was headed by the Minister of Foreign Affairs, Roberto Álvarez, and comprised the Vice Minister of Multilateral Foreign Policy, Rubén Silié; the Vice Minister of Bilateral Foreign Policy, Francisco Caraballo; the Ambassador of the Dominican Republic to Haiti, Faruk Miguel; the Director of Strategic Studies and Analysis, Emil Chireno; the Legal Director, Boni Guerrero; and the advisor Jatzel Román.
For its part, the Haitian delegation was headed by the Minister of Foreign Affairs and Worship, Raina Forbin, and comprised the Chief of Staff, Winnie Hugot Gabriel; the Haitian Ambassador to the Dominican Republic, Emmanuel Fritz Longchamp; the Director of Political Affairs, Jean-Claude Lappé; the Director of Dominican Affairs, Yves Rody Jean;
Both delegations reiterated their willingness to keep communication channels open and to continue the bilateral dialogue as a privileged way to address issues of common interest, within a framework of mutual respect, good neighborliness, and adherence to international law. They also agreed to follow up on the understandings reached during this day through upcoming technical and high-level meetings.
