Santo Domingo.- At the request of the Public Ministry, a court of the National District imposed three months of preventive detention, as a coercive measure, in two of four processes against a Dominican deported from the United States, linked to the death of at least four people in different violent events.
The Judicial Office of Permanent Attention Services of the National District ordered that Ismael Ceballos Pérez (Ismael) comply with the coercion measure at the Correction and Rehabilitation Center (CCR-XVII) Najayo-Hombres, for the murder of Edwin José de los Santos Surun, during an event that occurred in the early morning of July 26, 2021. According to the investigation by the Department of Crimes and Offenses against Persons (Homicides) of the National District, the event occurred while the defendant was perpetrating a robbery using firearms in a home in the Cristo Rey sector, National District, in association with the already convicted Stever Lorenzo López (Papi Steven), José Miguel Betances de la Cruz (Bombillón), Yerji Rosso, Antonio Cuello Belén (Alex), Néstor Anel Arcángel Castillo and Francisco Arcángel Castillo (Jobino). The Public Ministry establishes that, on April 16, 2023, Ceballos Pérez, in association with Jhoan and/or Yoan de la Cruz (under coercive measure for this fact), Ricky Valentín Taveras Martínez (incarcerated in the La Victoria Correction and Rehabilitation Center for another process) and two other people, participated in an event that culminated in the death of the victim. According to the investigations, the defendant played an active role in the planning of the crime, recruiting at least two people for its execution, to whom he showed a photograph of the victim and coordinated their transfer to the scene. The investigations of the accusing body establish that the act was perpetrated in exchange for the sum of three hundred thousand pesos (RD$300,000). Upon processing, Ismael Ceballos Pérez (Ismael) is charged with contract killings, attempted murder, and participation in a criminal association to commit aggravated robbery, facts whose severity and recurrence evidence a repeated criminal pattern. The Permanent Attention Services Judicial Office is expected to hear on Tuesday, April 14, 2026, the process related to the event that occurred on September 21, 2021, when Ceballos Pérez, in association with the also convicted Rayniel Miguel Vásquez (Yensy), Sigfrido Antonio Pereyra Matos (Pipi) and Randy Eduardo Soto, participated in an armed robbery that culminated in the death of José Juanelgi Jiménez De Jesús, in an event that occurred on 38th street, corner 43rd, of the Cristo Rey sector. Likewise, he is linked to the event that occurred on August 11, 2023, when he killed Markio Antonio Cabrera Pérez and injured Starlyn Moisés González (el Power), on Nicolás de Ovando Avenue, near the La Marqueta store, in the Cristo Rey sector, Distrito Nacional. According to the investigation, the defendant appeared at the scene hooded and on a motorcycle, surprising the victims while they were at their workplace, where he fired multiple shots with a firearm, causing the death of one of them and injuries to another. The investigations establish that the act would have been motivated by personal conflicts. Furthermore, on August 6, 2023, days before this event, the defendant had shot Pablo José Santana (Pablito), in the context of previous squabbles. ArrestFollowing the commission of these acts, the defendant fled the country with the intention of evading criminal responsibility, moving to Puerto Rico and subsequently to the United States, from where he was deported, being arrested on April 7, 2026 at Las Américas International Airport, by virtue of a court order issued against him. The Public Ministry has given these events different provisional legal qualifications, which include violations of articles 265, 266, 295, 296, 297, 298, 302, 304, 309, 379, 382 and 385 of the Dominican Penal Code, as well as articles 66 and 67 of Law 631-16 for the Control and Regulation of Weapons, Ammunition and Related Materials.
