President Luis Abinader announced this Tuesday a comprehensive government intervention to transform Boca Chica, through a public-private investment exceeding RD$20 billion, with which this municipality will be projected as a major logistics hub, a center of economic development, a space for innovation, a renewed tourist destination and, above all, a city designed for its people.
The president stated that today the Dominican Republic begins to look at Boca Chica for all that it can become, assuring that this plan is not only about works, but about a vision of the country and an integral transformation of the territory. "It is about the vision of a country that decides to look at its territory with different eyes, stops seeing isolated potentials and begins to build integral opportunities in every corner of the country," he expressed, after pointing out that the municipality is moving from words to deeds to begin a new stage of development.
Abinader maintained that true development is not measured solely in kilometers of roads, investments, or buildings, but above all, in opportunities, which is why he insisted that this is not an isolated work or a punctual intervention, but a planned transformation where the central Government, public institutions, the private sector and the community converge with a common goal: to grow with order, inclusion and sustainability. "It's the State. It's coordination. It's a shared vision. That is what this Comprehensive Development Plan represents," he affirmed.
The ruler highlighted that when the State and the private sector work together, with confidence, legal security, and a long-term vision, transformations like the one that begins today in Boca Chica occur. In that context, he thanked the private sector for betting on the municipality and explained that investing also means trusting the people and the future of a territory.
A transformation that will impact people's daily lives
President Abinader explained that this plan has a deeply human component, because it is not only about infrastructure, but about transforming people's daily lives through a historic intervention in drinking water, sanitation and wastewater treatment.
In that sense, he highlighted the work led by INAPA, with an investment exceeding RD$11 billion, which includes sanitary sewerage, a treatment plant, and a submarine outfall to protect Boca Chica beach, improve groundwater, and guarantee environmentally sustainable development for the coming decades. "Because there is no possible development in a territory if we do not take care of what gives it life," he stated.
He also highlighted the road infrastructures that, according to him, connect opportunities, including the extension of Ecológica Avenue to the Multimodal Port, connecting Boca Chica with the south, north and northeast of the country through the Circunvalación and Juan Pablo II; the completion of the Las Américas marginal and the paving of more than 125 kilometers of streets, works that improve mobility, but also bring jobs, investments and the future closer.
The president indicated that the project also includes the recovery of spaces for the people, including interventions on Duarte street, Boca Chica park, the San Rafael Arcángel parish, the vendors' square and the future boardwalk of Andrés.
He also announced that the lands of the former sugar mill will be returned to the community to be converted into a large recreational park, with sports areas, trails, an amphitheater, spaces for families, and recreation areas, also preserving the historical memory of Andrés through a replica of the emblematic chimney that remains in the heart of the community.
As part of this transformation, he also highlighted the development of the Costa Blanca project, conceived as a private initiative that will accompany the ordering and relaunch of Boca Chica, with residential, recreational, commercial spaces and a hotel, in addition to a linear beach park of approximately 38 thousand square meters of public use and open to all, along with the dignified and organized relocation of vendors in an area of about 15 thousand square meters, recognizing their role within the economic dynamics and identity of the municipality.
Education, health, energy, and opportunities
Abinader also highlighted new infant stays, educational centers, the Ave María Polytechnic with 44 classrooms and technical-professional training programs together with INFOTEP, so that young people can build their life project here without having to leave their community. Likewise, he highlighted investments in health and sports, including the reconstruction of the municipal hospital emergency room, the construction of the San Andrés Pediatric Hospital and new sports facilities to strengthen the coexistence and well-being of families.
Electrical strengthening plan for Boca Chica
The Head of State reported that the Government is promoting a major electrical strengthening plan for Boca Chica, which includes the expansion of the substation, new feeders to eliminate overloads, modernization and standardization of networks, the installation of 5,145 intelligent LED luminaires, and the regularization of thousands of users.
He highlighted the delivery of property titles to more than 2,000 families, assuring that a titled home represents stability, heritage, and future. "A home with a title is not just a document: it is stability, it is heritage, and it is future," he stated.

The president stated that territories change not only when works are built, but when they regain hope and people feel part of the future again. "I want Boca Chica to believe again," he said, pointing out that this municipality waited for many years for investments, planning and opportunities, but that today there is no longer talk of promises, but of works, of the future and, above all, of the people.
Similarly, he highlighted the character, joy, and hospitality of the inhabitants of Boca Chica, assuring that a large part of the wealth of this community lies in its people. "Many come to Boca Chica thinking they are coming just for the beach and end up staying for its people. And that is also a wealth," he expressed.
Finally, he expressed his conviction that this moment will be remembered as the beginning of a new stage for the municipality. "Here, in Boca Chica, we don't just inaugurate projects. Here a new stage began. A stage of pride. Of opportunities. And of hope," said the president, who concluded by highlighting the importance of building the future of the municipality without losing its traditions and, in a friendly tone, joked by pointing out that leaving Boca Chica without eating a fried fish or a yaniqueque "would be an unforgivable error of national planning."
Deligne Ascensión highlights historic transformation of Boca Chica with millionaire investments
For his part, the minister without portfolio and director of the Transportation Cabinet, Deligne Ascención Burgos, pointed out that Boca Chica is experiencing a historic transformation driven by public and private investments that seek to turn the area into an important economic, tourist and logistics development pole of the country.
He indicated that the works represent jobs, opportunities, and development for the community, in addition to positioning the municipality as one of the main economic, tourist, and logistics hubs of the country.
Among the projects, he mentioned INAPA's intervention for sanitation, sewerage, and wastewater treatment, as well as the extension of Ecológica Avenue, the marginal of Las Américas, and the asphalting of 125 kilometers of streets.
Also, he highlighted the tourist interventions on Duarte street, Boca Chica park and the future boardwalk of Andrés, as well as the recovery of land from the old Ingenio Boca Chica to build a large recreational park.
Ascensión Burgos added that the Government is developing education, health, and land titling projects, and assured that "the set of initiatives represents the birth of a new city" oriented towards development and opportunities.
Costa Blanca bets on the rebirth and transformation of Boca Chica
The managing partner of Terra Partners and leader of the Costa Blanca project, Tania Ramírez, assured that Boca Chica is experiencing a rebirth process driven by public and private investments that seek to transform the municipality into a tourist, economic, and logistical hub of greater development.
"Today, Boca Chica is being positively impacted by important actions coming from the Dominican State and the private sector, both in the construction of infrastructure and in improvements to a municipality and a beach that has been an icon of the entire country. These are not isolated works, but concrete evidence of a transformation that does not stop," he assured.
He highlighted that Boca Chica concentrates over US$1.7 billion in investments backed by companies and strategic infrastructures such as AES Dominicana, DP World Caucedo, and Las Américas International Airport, consolidating its growth potential.
Ramírez explained that Costa Blanca will be a mixed real estate development of more than 600 thousand square meters with residences, shops and recreational areas, designed to contribute to the orderly and modern transformation of Boca Chica.
He also highlighted that the project will include a public and open beach linear park for everyone, as well as an organized relocation of beach vendors, with the aim of integrating the community within the tourist and urban development of the municipality.
The blessing of the act was given by the archbishop of the Stella Maris Diocese, Monsignor Manuel Antonio Ruiz de la Rosa, who thanked God for the beginning of the Costa Blanca project and invoked his protection for the development of the work, as well as for all the people who will work and benefit from this initiative aimed at promoting the transformation and progress of Boca Chica.
