Santo Domingo.- The Observatory of Migration Policies (OPM), created by decree 215-25 of April 20, 2025, presented its first preliminary report after three months of fieldwork and verification of progress in the application of the 15 migration measures announced by President Luis Abinader.
The Executive Commission, headed by Miguel Franjul, delivered two reports: one on the missions carried out and another on the level of compliance with the measures.
The OPM detailed that it began work with the formation of a technical committee and the approval of its Work Plan, Internal Regulations, Action Route and Communication Strategy. Field visits include: Dajabón (first groundbreaking of the second phase of the border wall expansion), a tour of the entire border strip from Pedernales to Montecristi to verify security and control, inspections of the Nuestra Señora de La Altagracia and Materno Infantil San Lorenzo de Los Mina hospitals to review the application of the Protocol for the Care of Foreigners, and a visit to the Haina Migration Processing Center, where they spoke with detainees and evaluated procedures.
The press conference was held at the headquarters of the Instituto Tecnológico de Santo Domingo (INTEC), where the OPM's data center will be installed for the capture, processing, and analysis of information. The Observatory's mission is to audit the execution of the 15 measures to address irregular migration and safeguard sovereignty in the face of the crisis in Haiti.
Among the revised measures are expanding the supervisory capacity of the three border brigades to six operational areas, each under a senior officer; reinforcing surveillance with an additional 1,500 soldiers (added to the 9,500 already deployed); and accelerating the construction of the wall, with the immediate bidding of an additional 13 kilometers to the 54 already built.
