RD celebrated ID Day 2025 focusing on digital service for the financial and insurance sector

With a prominent participation of authorities, regulators, private sector experts, and representatives of multilateral organizations, ID Day 2025 was held in Santo Domingo, under the theme "Digital trust services in the Financial and Insurance sector". The event jointly organized by IDForo and the Dominican Institute of Telecommunications (Indotel) brought together leaders from the region committed to strengthening digital identity and electronic trust in a space where a call was made to strengthen digital identity as a pillar for economic development. The conference was inaugurated by Gertrudis Camps, executive director of IDForo, and Fausto Rosario Adames, member of the Board of Directors of Indotel. In their welcome remarks, the importance of fostering an ecosystem of digital identity and trust as a cross-cutting enabler for financial inclusion, institutional efficiency, and competitiveness was highlighted. The leading role that the financial, insurance, and public sectors must assume in digital transformation was also emphasized, due to their high level of regulation and their direct impact on citizens.

The first presentation of the event “The State of the Art of Digital Services in the Financial Sector”, by Donald D. Márquez, academic director of IDForo and José Raúl Madera, head of the Digital Signature Department of Indotel, offered a comprehensive view of the current landscape of electronic trust services in the Dominican Republic and their alignment with international standards such as the eIDAS Regulation of the European Union. Concrete advances were addressed, such as the publication of the Trust List and the implementation of digital signature validators, as well as the need to strengthen interoperable regulatory frameworks with a regional focus.

In the panel “Digitalization of the insurance sector”, representatives from entities such as MAPFRE Seguros Costa Rica (Erika Vanessa Prado, Compliance Officer), Namirial (Ferrán Díaz de Argandoña, Sales Director Spain & LATAM) and the Governmental Office of Information and Communication Technologies -Ogtic- (Manuel M. Checo, Director of Institutional Digital Services) shared experiences and challenges in the adoption of reliable technologies. The discussion highlighted a growing interest from the sector in integrating tools such as electronic signatures and digital verification in critical processes, such as claims management and the linking of insured parties, without compromising security or transparency. Also, the second space, the discussion "Trusted Digital Services in the Securities Market", in which Greilyn Lora Bencosme, from the Superintendency of the Securities Market (SIV), participated, addressed the active role of this entity in promoting digital onboarding and the use of advanced electronic signature. The progressive digitalization of internal processes, the standardization of information submission, and the promotion of regulatory innovations as tools that strengthen legal security and add value to the market were also highlighted. The day concluded with closing remarks by Gertrudis Camps, who emphasized the need to transform regulatory advances into concrete actions that generate real impact. She invited those present to continue the dialogue and collaboration in preparation for the Ibero-American Summit on Digital Identity and Electronic Trust, which will be held in November in Paraguay. She also reaffirmed IDForo's commitment to continue promoting spaces of convergence between regulators, productive sectors, and citizens, to jointly build a safer, more efficient, and more human digital environment. For the closing, the importance of transcending the complacent narrative to honestly address the challenges that impede the effective implementation of regulation in trusted digital services was highlighted. ID Forum executives emphasized that regulatory advances only have an impact if they translate into real and sustained changes, and that to achieve this, it is key to integrate all actors in the ecosystem: regulators, technology developers, key sectors such as finance and insurance, as well as citizens. In addition, they announced the holding of the next Ibero-American Summit in Paraguay, in November 2025, and called for turning the lessons learned during ID Day into catalysts for collaboration, innovation and dissemination, recognizing the central role played by the Dominican Republic in the region's digital agenda.
