SANTO DOMINGO. – The Foreign Languages Directorate of the Ministry of Higher Education, Science and Technology (MESCyT) highlighted that its main initiative, the English Immersion Program for Competitiveness, has been consolidated as a benchmark in the Caribbean region and is part of the official catalog of the Dominican Republic in terms of international cooperation. "During the 2024-2025 period we have had various international interventions," stated Giseh Cuesta, director of Foreign Languages, who explained that one of the first collaborations was with Ecuador.

He highlighted that in the country, a significant group of young people from various ethnic groups successfully completed the program, in an emotional virtual ceremony held at the Ministry of Foreign Affairs. Likewise, Cuesta reported on a bilateral agreement with the Mayor's Office of Barranquilla, Colombia, through which a delegation from that municipality visited the Dominican Republic to learn firsthand about the program's best practices. The official stated that as part of the agreement, training was provided to a group of Colombian teachers, with the aim of applying this experience in the higher education system of their country. "We will be traveling this August to Barranquilla to officially close the agreement, deliver certificates, and get a close look at their English program for employability," added Cuesta. In 2025, the program has also had an outstanding international participation, representing the Dominican Republic in important events such as TESOL 2025, held in Long Beach, California, the world's largest English teachers' convention; the ABLA event in Santa Cruz de la Sierra, Bolivia; and recently at a conference in Trujillo, Peru, before directors of the language area of nine Peruvian universities. "The most relevant thing is that the English Immersion Program has ceased to be just a local effort: today it is an internationally recognized model, with concrete and sustainable results," Cuesta emphasized. The official pointed out that these actions are aligned with President Luis Abinader's policy, aimed at turning the Dominican Republic into a bilingual nation by the year 2028.
