Man found dead on the bike path of the Southern Ring Road of Santiago; community members denounce abandonment and official negligence

Santiago.– A man identified only asInginio” was found dead this Thursday on the bike path of the Circunvalación Sur of Santiago, near the Hospedaje Yaque, where, according to residents and merchants of the area, he had been for more than three months in inhumane conditions, sick, lying in the place and without receiving effective assistance from the authorities.

The discovery of the body, which was already in a state of decomposition and with a strong odor, has generated outrage among residents of the sector, who claim that on multiple occasions they alerted the National System of Emergency Attention 9-1-1, to Public Health and other organizations, without a timely intervention to prevent the fatal outcome. According to the testimonies, the man remained outdoors for weeks, visibly deteriorated in health, while people in the area tried to get the attention of the competent institutions so that he could be helped.

William Azcona, a resident of the place, described the event as a sign of "negligence" and denounced that, despite the calls made, the authorities never acted effectively. "That man had been lying there for more than three months, in inhumane conditions. 9-1-1 was called more than three times; I called twice and they said they had to pick him up, that they couldn't move him. We called the press, everyone. Still yesterday at 10:00 in the morning 9-1-1 was here and they said a Public Health commission was coming. They had to do that themselves and not wait for that man to die there. There was negligence here, we have no authority here," Azcona expressed. In the same vein, Miguel Liriano, another resident of the area, recounted that he often saw the man in the place and lamented that no one intervened in time. "I always came here and saw him there. Then I saw him with his head down, he was always in that spot, and now he went down again... but he already died. Here in this country you see many things," he stated. Also, Negro Pérez, a vendor at Hospedaje Yaque, criticized the indifference of the health authorities, claiming that they were supposedly notified that the man had been abandoned in the place for a long time, while his health was visibly deteriorating. Following the discovery, members of the Public Ministry, agents of the Central Directorate of Criminal Investigations (Dicrim), and personnel from the National Institute of Forensic Sciences (Inacif) arrived at the scene, who proceeded to the removal of the body for its transfer and the performance of the corresponding autopsy, in order to officially determine the causes of death. The case drew the attention of dozens of onlookers who gathered in the surrounding area, dismayed by the scene and by the reports that the deceased had remained for months in plain sight, without any institution removing him from the street or providing him with adequate medical care. So far, the authorities have not offered an official version regarding the community's complaints or whether there were prior reports related to the deceased's condition.
