Abinader highlights that the new Public Procurement Law guarantees transparency and inclusion

Santo Domingo. – President Luis Abinader highlighted this Wednesday that the recently enacted Law 47-25 on Public Procurement transforms public purchasing into a tool for sustainable economic development, by ensuring that State resources reach those most in need through more transparent, efficient, and inclusive processes. When heading the inauguration of the first Public Procurement Forum, organized by the General Directorate of Public Procurement (DGCP), the president emphasized that the regulations incorporate greater controls and a stricter sanctioning regime.

“When the State buys with transparency, efficiency, and inclusion, it not only optimizes public spending, but also generates a triple economic, social, and environmental impact. Each purchase can become a seed of equity, innovation, and sustainability,” expressed Abinader during his intervention.

The head of state highlighted that the new law grants a privileged role to MSMEs, especially those led by women and historically excluded sectors. Likewise, it simplifies the requirements of the State Suppliers Registry in order to broaden local participation. Among the innovations introduced by Law 47-25, the president mentioned the mandatory use of the digital platform as the only valid channel for purchasing processes, the incorporation of modalities such as electronic reverse auction, framework agreements, abbreviated bidding, and the drawing of minor works. These measures, he said, will allow for more agile responses and greater traceability, reducing discretion and strengthening real-time oversight. Abinader reaffirmed that his administration seeks to consolidate a public administration model focused on people, "where every government decision and every peso invested results in improving the lives of citizens."
