Brasilia. - The Dominican Republic and Brazil signed two memoranda of understanding this Friday with the aim of strengthening cooperation on public management for the transformation of the State; and to promote cooperation in the training of diplomatic personnel of both nations.
In this sense, the aim is to impact areas such as digital government, innovation, people management, and the promotion and valorization of diversity to achieve a more effective, inclusive, reliable, and sustainable State, with better provision of citizen-centered services.Read more: RD and Brazil agree on four major bilateral cooperation projects
They also agreed to expand academic training opportunities for diplomatic personnel, paying special attention to related areas such as International Law, Sociology, Political Science, Economics, International Relations, and cultural studies. Memorandum of Understanding between the Ministry of Management and Innovation of Public Services of the Federative Republic of Brazil and the Ministry of Public Administration of the Dominican Republic As part of the strategies to be implemented to impact the aforementioned areas and improve the effectiveness of public services, they propose to present initiatives and projects for the evaluation of staff performance, the professional career system and fair remuneration, as well as the selection, hiring and assignment of people. The intention to share policies and approaches that promote diversity and inclusion is also expressed; to prevent and combat harassment and discrimination; the exchange of experiences on health and safety at work and social security systems. Executive consultancies and the use of electronic administrative processes and documents that improve the performance of public institutions are also promoted. The memorandum establishes the mechanisms for cooperation, implementation, coordination, financing, and dispute resolution, with a duration of three years from June 2025, and may be renewed by mutual written consent of the participants, who may also terminate it at any time. This document was signed by the Minister of Foreign Affairs of the Dominican Republic, Roberto Álvarez, and the Minister of Management and Innovation of Public Services of the Federative Republic of Brazil, Esther Dweck. Memorandum between the Rio Branco Institute (IRBr) of the Ministry of Foreign Affairs of the Federative Republic of Brazil and the Institute of Higher Education in Diplomatic and Consular Training (INESDYC) of the Ministry of Foreign Affairs of the Dominican RepublicWith this memorandum, both institutions establish cooperation for the exchange of information and experiences of their study and research programs, courses, seminars, workshops, and other academic activities, paying special attention to the academic areas related to diplomacy, such as International Law, Sociology, Political Science, Economics, International Relations, and studies related to culture.
They will also maintain consultations on the possibilities of organizing courses and seminars in both countries, giving preference to the virtual modality; on the possibility of exchanging professors, officials, experts and researchers to speak at the respective venues or virtually; and they will support the in-person or virtual mobility of students for regular training courses and specific update courses. Furthermore, the exchange of information and viewpoints on international trends and advances related to the teaching-learning process in diplomatic training is encouraged; and of printed and digital publications on diplomacy, foreign policy, international relations, international law, trade negotiations, political science and other topics. This memorandum will have an initial period of three years from the date. It was signed by the foreign ministers of both countries, Roberto Álvarez and Mauro Vieira.
