Santo Domingo.- According to the file submitted by the Public Ministry regarding the tragic collapse of the Jet Set nightclub, two Haitian nationals are key figures in the roof repair work of the disco. "Caballito" and "El Grande" are the nicknames referred to in the document for those who carried out the labor entrusted by the RCC Media maintenance manager, Manuel Jiménez Mateo and José Luis García Jiménez. These, according to the accusation, did not have professional training in civil engineering or structures. In various pages of the file, the work carried out is described as consisting of the application of cement patches, the placement of asphalt tarpaulins and the replacement of broken panels, zabaletas, repairing water leaks and containment tarpaulins for those leaks, and they were executed from August 2024. The Public Ministry described these interventions as "improvised" and "dangerous".

Unskilled labor was used to intervene in a visibly compromised structure. Instead of hiring professionals, informal workers without any technical direction were used”, indicates the file submitted by the authorities. The Public Ministry indicates that these events could constitute violations of several articles of the Dominican Penal Code, as well as provisions of the Occupational Safety and Health Law and the Migration Law, due to the irregular use of foreign workers without documentation or technical training in high-risk tasks.
