Medellín, Colombia – The Vice President of the Dominican Liberation Party (
PLD), Zoraima Cuello, urged Latin America to decisively assume leadership in
Artificial Intelligence (AI) as a strategic tool to boost competitiveness, productivity, and social equity, during her keynote address at the international meeting “Artificial Intelligence in Latin America: Future and Prospect,” held in Medellín, Colombia.
In his speech, Cuello specified that AI is no longer an option, but a strategic urgency for the progress of the region, and that its adoption must be accompanied by solid national strategies, determined investment and an ethical approach that puts the person at the center, as promoted by the latest Human Development report of the United Nations Development Programme (UNDP).
During his intervention, he highlighted that at this moment, only 7 countries in the region have a national AI strategy, while investment in Research and Development does not exceed 1% of GDP, and is even lower in AI, in addition to this, he explained how highly trained professionals migrate to other countries, weakening the capacity for local innovation.
He called for a renewal of the educational systems inherited from the 19th century that do not prepare students for the digital age and has recommended a model focused on critical thinking, creativity, and the ethical and responsible use of AI.
Dr. Cuello presented studies showing evidence of how the use of AI reduces work time and strengthens social policies, highlighting its potential to transform lives and solve structural problems, "Latin America is not poor in talent, it is poor in common strategic vision," she stated, calling for the construction of a regional AI network in the style of the European Union. She urged the definition of clear frameworks to avoid abuses and to train new generations in the correct use of technology and stressed that without connectivity and permanent updating, the region will not be able to compete globally.
Zoraima Cuello reaffirmed her commitment to an inclusive and competitive digital transformation, which not only boosts economic growth, but also reduces inequalities and strengthens human development in Latin America.
This meeting was organized by the Artificial Intelligence Network of Latin America with the support of the Lux University of Mexico and the CEIPA University of Colombia.
