The Dominican government formalized, through Decree 357-25, the creation of the Integrated System of Central Services of the Public Function (SISC) for the management of human resources in government institutions, replacing the Public Server Administration System (SASP).
The design of this new scheme began in 2021, under the coordination of the Ministry of Public Administration (MAP), with the purpose of responding to the growing needs and demands that the exercise of public function entails, creating a technological solution for the administration and planning of institutional resources that allows standardizing processes, improving human capital management and guaranteeing the interoperability of the Executive Branch's computer systems.
The SISC will integrate key functions such as recruitment, payroll, training, performance evaluation, and administrative career planning, thus promoting human talent management based on data and reliable results that foster a more professional, modern, and efficient public administration.
Likewise, the new system will favor efficiency in the use of resources, the strengthening of budgetary control, through greater traceability and transparency, but, in addition, it will improve the management of inventories and fixed assets of the State, automating repetitive tasks and allowing access to real-time information for decision-making. Similarly, it will facilitate the analysis of institutional performance, the identification of improvement opportunities and the agile adjustment of policies and resources.
The decree indicates that the SISC may incorporate artificial intelligence (AI) tools, which will be aimed at optimizing human talent management processes, such as staffing planning, recruitment, performance evaluation, predictive analysis, and continuous training.
Role of the MAP
The Ministry of Public Administration (MAP), according to the decree, will assume the integral coordination of the SISC, in its role as the governing body of the public function, the digital transformation of the government and institutional strengthening. The MAP will direct all phases of the system, from design and development to its implementation, maintenance, and continuous improvement with the collaboration of the Ministry of the Presidency, the Ministry of Finance, the General Directorate of National Assets, the General Directorate of Public Contracting, the General Directorate of Budget, the General Archive of the Nation, and the Technological Institute of the Americas (ITLA). As part of its technical functions, the MAP will ensure the interoperability of the system with other government platforms including the Integrated Financial Administration System of the State (SIAFE), the Integrated Financial Management System (SIGEF), the Electronic System of Public Contracting (SECP), the National Planning System (SISPLAN), the Public Administration Monitoring System (SISMAP), the National Archives System and other similar ones. The new system will be gradually incorporated into the different institutions, while the MAP will then set a deadline for government entities to fully implement the SISC.
