Francisco Javier García: Biography of the political strategist and former Minister of Tourism of the Dominican Republic

Francisco Javier García Fernández (born November 24, 1959, in San Francisco de Macorís, Duarte province) is a Dominican lawyer, economist, and political leader, recognized for his influence in the Dominican Liberation Party (PLD) and his performance in high positions of the Dominican State during the administrations of Leonel Fernández and Danilo Medina. He was Minister of Tourism for more than a decade and head of successful presidential campaigns of the PLD.

Who is Francisco Javier García?

García completed his primary and secondary studies in his hometown, San Francisco de Macorís. Subsequently, he studied Economics at the Universidad Autónoma de Santo Domingo (UASD), obtaining a bachelor's degree. Later, he graduated summa cum laude in Law from the Universidad del Caribe, thus strengthening his multidisciplinary training in economics and law.

Political and Professional Career

Francisco Javier García has held important public and technical positions in the Dominican State:
  • Administrator of the Dominican National Lottery (1995–1996)
  • President of the Dominican Petroleum Refinery (Refidomsa)
  • Executive Director of the Dominican Port Authority (1999)
  • Secretary of State for Industry and Commerce (2004–2008)
  • President of the Tourism Development Council (2008–2016)
  • Minister of Tourism (2008–2020)
During his time in Tourism, the Dominican Republic was consolidated as the main tourist destination in the Caribbean, with record figures in visitor arrivals, hotel investment and international promotion. In addition, he has been a member of strategic entities such as CEI-RD, the National Competitiveness Council, the Santo Domingo Chamber of Commerce, among others, and has chaired organizations such as the Tourism Development Council (Confotur) and the Tourism Infrastructure Committee (Ceiztur).

PLD Political Strategist

Francisco Javier García is recognized as one of the most successful political strategists of the PLD. He has been general campaign coordinator on multiple occasions:
  • Leonel Fernández: 1996, 2004 and 2008 campaigns
  • Danilo Medina: 2012 and 2016 campaigns
  • Gonzalo Castillo: 2020 campaign
In addition, he was a member of the Political Committee of the PLD, the highest governing body of the party. In October 2022, he was appointed as campaign manager for then-presidential candidate Abel Martínez, but resigned in May 2023, citing lack of coordination and the existence of parallel teams in the campaign structure.

Francisco Javier García is married to Jeanis Hernández Peña and is the father of six children. He is considered an influential figure in Dominican politics for his experience, organizational capacity, and strategic knowledge.
