Minerd and ADP expand teaching participation in Teacher Evaluation 2025

Santo Domingo.- Within the framework of the 2025 Teacher Performance Evaluation (EDD) process, the Ministry of Education (MINERD) and the Dominican Association of Teachers (ADP) signed an institutional agreement that establishes clear criteria and special provisions aimed at expanding the participation of teaching staff in the pre-university public system, guaranteeing transparency, equity and adherence to current regulations. In accordance with the agreement, active career teachers who, at the beginning of the process scheduled for October 30, 2025, have at least one uninterrupted year in the exercise of the teaching function, are performing the positions established in the current regulations, and have completed the National Induction Program (PNI), will participate in the EDD 2025. As part of this agreement, the parties agreed to modify Article 14 of Departmental Order No. 18-2025, through the corresponding administrative addendum, in order to incorporate an exceptional provision applicable to the 2025–2026 period. This measure will allow participation in the Teacher Performance Evaluation for those teachers who have not yet passed the National Induction Program, expressly conditioning the granting of economic incentives to the completion and subsequent approval of said program.

The National Induction Program is a training process aimed at newly hired teachers and counselors in the public education system. Since its implementation in 2022, the program supports professionals in their initial stage, strengthens their pedagogical skills, and ensures basic quality standards in the practice of teaching. To date, more than 44,000 education professionals have participated in the PNI nationwide, consolidating as a key public policy for the strengthening of the education system. This exceptional provision represents an orderly and regulated opportunity for these professionals to integrate into the evaluation process while completing their initial training, without prejudice to the merit and quality criteria that govern the teaching career. In the signed agreement, the Dominican Association of Teachers recognizes the importance of the National Induction Program as a fundamental tool for the professional development of teachers and the improvement of educational quality. The educational portfolio reiterated that the Teacher Performance Evaluation constitutes a strategic instrument for the identification of strengths and opportunities for improvement in pedagogical practice, the guidance of continuous training actions and the strengthening of teacher professional development, as essential pillars of a quality education. It has been declared a high priority for the current educational management, in line with the Ministry of Education's commitment to work towards the institutional strengthening of the education system and the continuous improvement of learning.
