Senator Rafael Barón Duluc presents bill for the protection and inclusion of released sports prospects

LA ALTAGRACIA.– Senator Rafael Barón Duluc introduced this Tuesday before the Legislative Secretariat of the Senate of the Republic an innovative Comprehensive Bill aimed at the protection, education, and reintegration of Dominican prospects signed by Major League organizations that do not reach the professional level.

The legislative proposal, the first of its kind in Latin America, was sent to the Permanent Sports Commission of the Senate for analysis and preparation of the corresponding report.

The initiative establishes a legal framework that obliges baseball academies to operate under minimum standards in academic training, physical and mental health, and guidance for post-sports life. In addition, it contemplates the creation of a National Reintegration Plan for Released Prospects, which would facilitate preferential access to education programs, technical training, jobs, and entrepreneurship.

“Thousands of young people dedicate valuable years of their lives to a dream that, if not realized, leaves them without direction or support. This proposal seeks to repair that gap with justice, opportunities, and a dignified future,” said Senator Duluc during the submission of the project.

Among the most outstanding provisions are tax incentives for companies that hire former prospects, educational facilities for released athletes, and the implementation of a national monitoring and accompaniment system from the State.

The project also establishes that academies affiliated with Major League Baseball must contribute financially to training and reintegration programs, recognizing their co-responsibility in the comprehensive development of these young people.

“Sport must be more than a promise of success; it must be a platform for rights, human development, and opportunities. This law seeks to make the country a benchmark not only in the production of talent, but also in the protection of its youth,” added the legislator.

The proposal has sparked interest from various educational, sports, and business sectors, who agree on the urgency of providing greater support to young athletes who fail to continue in the professional system.
