According to the Public Ministry, Rojas would be at the head of a transnational criminal structure with operations in the Dominican Republic and Mexico, allegedly linked to the Sinaloa Cartel. This network would be involved in drug trafficking, arms trafficking, contract killing, and money laundering. The file indicates that the criminal group would be behind the murder of retired National Police lieutenant Juan Luis Castro Custodio, alias "el Polín", and the attack against José Francisco Del Orbe Peña, known as "Gueilón", which occurred on February 10 in the Cocos sector, Cotuí municipality. As part of the investigation, on July 1st, a large joint operation was carried out by the Public Ministry, the National Police, and the National Drug Control Directorate (DNCD), with the support of the Ministry of Defense, the U.S. Drug Enforcement Agency (DEA), and the Customs and Border Protection Office (CBP), who acted in coordination to dismantle part of this alleged cell of the Sinaloa Cartel operating on Dominican soil. Family members and people close to Rojas Mosquea appeared in the vicinity of the court to show their support, which generated a climate of tension during the coercion measure hearing.
