Public Ministry reveals alleged bribery scheme for more than 1,165 million pesos in Senasa

Santo Domingo. – The Public Ministry reported that, according to the preliminary results of the investigation called Operation Cobra, a presumed corruption scheme was discovered that would have operated within the National Health Insurance (Senasa) between the years 2020 and 2025, through the demand for bribes and the diversion of public funds.

According to the accusation, the then CEO of Senasa, Santiago Marcelo Hazim Albainy, would have coordinated a structured system of illegal payments aimed at ensuring the continuity of the "Adulto Mayor" program. The Public Ministry maintains that the company Nutri-Med Marine Alvarado SRL / Nutri-med CAS, Nutrición & Medicina SRL, managed by the accused Cinty Acosta Sención, would have been used as a vehicle to channel bribes.

The accusing body explains that, during the investigated period, the accused would have received more than DOP$1.165 billion, amounts that allegedly did not correspond to legitimate considerations, but rather to payments required to expedite internal processes, avoid annotations, approve invoices and obtain undue benefits.

Likewise, the Public Ministry details that José Pablo Ortiz Giráldez and the legal consultant Germán Rafael Robles Quiñones allegedly acted as operators of the scheme, using companies such as OGSS Prestadora de Servicios de Salud SRL to conceal the origin of the illicit funds through false commercial operations.

Research indicates that the network sought to give the appearance of legality to the resources and avoid the detection of suspicious transactions. A SISALRIL report also points to the absence of indicators to measure the impact of the Adulto Mayor program, which, according to the prosecution, reinforces the thesis of irregular use of it.

The case is still in the procedural phase and the accused maintain their right to the presumption of innocence.
