Energy and Mines reaches 100% in governmental transparency

The Ministry of Energy and Mines (MEM) once again achieved the maximum score of 100% in the Standardized Transparency Index corresponding to October 2025, according to a recent report from the Transparency and Open Government Directorate of the General Directorate of Ethics and Governmental Integrity (Digeig).

The report highlights that, in the 15 lines evaluated on ethics and transparency, the ministry obtained the highest score, reflecting its commitment to responsible and transparent government management under the direction of Minister Joel Santos.

It indicates that, in accordance with Resolution 002-2021, the institution complied 100% with key aspects, including the legal basis, the regulatory framework of the transparency system, the Office of Free Access to Information (OAI), purchases and contracts, and the integration of the Government Integrity and Regulatory Compliance Commission (CIGCN).

The result reaffirms the ministry's commitment to management that prioritizes transparency and accountability.

Areas evaluated

In the legal and regulatory basis, which includes the complete publication of applicable laws and provisions, the MEM achieved 100% of the points. In access to information, the OAI provided comprehensive documentation on access rights, its organizational structure, and statistics, as well as links to the Public Information Access System (SAIP).

Regarding the institutional structure and planning, the availability of information on the strategic and operational plan, as well as on the institutional reports, was recognized. In the 311 portal and sworn statements, full compliance in the publication of updated statistics was evidenced.

Regarding the budget and human resources, the report emphasizes the complete disclosure of the approved budget and its execution, as well as payrolls and welfare programs. In procurement and contracting, perfect compliance was found in all sections, including tenders and purchases aimed at micro, small and medium-sized enterprises (SMEs) and women.

The Digeig report highlights full access to financial reports and audits, with a 100% publication rate on the members and commitments of the Government Integrity and Regulatory Compliance Commission (CIGCN). Public consultations and open data also showed satisfactory compliance in the disclosure of citizen participation processes. With these results, the Ministry of Energy and Mines reaffirms its leadership in transparency, integrity, and accountability.
